食品安全信息强制公开制度之检讨

【摘要】：食品生产经营者的败德行为和消费者的不当饮食行为是引发食品安全问题的原因。食品安全信息强制公开制度因食品有毒有害物质含量等食品安全信息的生产成本较高,不是抑制食品生产经营者败德行为的最佳工具。但其可以通过向消费者传递食品中的营养成分信息等食品安全信息,以便消费者选择健康饮食,预防因消费者不当饮食行为引发的食品安全问题。在向消费者传递食品安全信息方面,我国食品安全信息强制公开制度尚存不足需要完善。因为消费者健康饮食责任意识和食品安全知识缺乏,目前我国食品安全信息强制公开制度未能充分发挥其指引消费者健康饮食决策的功能。为此,应通过立法培养消费者健康饮食责任意识,并完善我国食品安全教育制度。
[Abstract]:Food producers' demeanor behavior and consumers' improper eating behavior are the causes of food safety problems. The compulsory disclosure system of food safety information is not the best tool to restrain the corrupt behavior of food producers because of the high production cost of food safety information, such as the content of food toxic and harmful substances. However, it can pass food safety information such as nutritional information in food to consumers, so that consumers can choose healthy diet and prevent food safety problems caused by improper eating behavior of consumers. In the aspect of transmitting food safety information to consumers, the compulsory disclosure system of food safety information in our country still needs to be perfected. Due to the lack of awareness of consumers' responsibility for healthy diet and food safety knowledge, the compulsory disclosure system of food safety information in China has failed to give full play to its function of guiding consumers to make healthy diet decisions. Therefore, we should cultivate consumers' sense of responsibility for healthy diet through legislation, and perfect the food safety education system of our country.
