企业安全生产的政府监管问题研究

【摘要】：安全生产关系国计民生、社会和谐甚至政权的稳定,改革开放后我国经济飞速发展,而安全生产事故也随着经济的发展呈逐年上升趋势。企业安全生产条件不过关,政府对企业安全生产监督检查力度不到位,由此产生了种种法律的、伦理的、社会的问题。安全生产工作已经摆上了政府的议事日程,如何在重重压力下理清思路,抓住重点,充分发挥政府监管在安全生产中的作用,迅速解决安全生产工作存在的隐患及问题,成为本文讨论的重点。 我们正处于社会转型时期,影响安全生产的现实因素是复杂多样的。本文试图从我国政府在监管企业安全生产中扮演的角色出发,明确政府在安全生产中的监管职能；分析国内外政府监管安全生产的做法,对比发现存在的差距和不同：从历史发展角度分析我国安全生产监管现状,找出其中的不足,为政府如何做好监管安全生产工作提出建议。
[Abstract]:Safe production relations, national economy, people's livelihood, social harmony and even the stability of political power, after the reform and opening up, the economy of our country develops rapidly, and the accidents of safe production are increasing year by year with the development of economy. There are various legal, ethical and social problems arising from the lack of supervision and inspection by the government on the safety of production in enterprises and the conditions of safety in production are not passed by the enterprises and the supervision and inspection of the safety of enterprises are not in place. The work of safety in production has been put on the agenda of the government. How to straighten out the ideas under heavy pressure, grasp the key points, give full play to the role of government supervision in production safety, and quickly solve the hidden dangers and problems existing in the work of safety in production. It has become the focus of this paper. We are in a period of social transformation, and the realistic factors that affect the safety of production are complex and diverse. Based on the role played by the government in supervising the safe production of enterprises, this paper tries to clarify the regulatory function of the government in the safe production. This paper analyzes the domestic and foreign government supervision of production safety practices, compares the existing gaps and differences: from the perspective of historical development, analyzes the current situation of production safety supervision in China, and finds out the deficiencies among them. Put forward some suggestions for the government to do a good job in supervising the safety of production.
