西部地区农村金融发展的经济效应研究

【摘要】：自上世纪末起,政府将更多注意力转向“三农”领域,农村地区各项事业发展进入了新阶段。作为欠发达地区,西部农村经济发展对我国全面推进“社会主义新农村”战略意义重大。西部农村经济的发展需要大量的资金投入,合理的要素分配,这些都依赖于农村金融的不断发展。本文首先详细介绍了分析过程中使用到的各种理论,包括金融发展理论、农村金融理论、经济增长理论。在此基础上,分阶段回顾了我国西部农村金融发展历程,并从供求两方面分析了西部农村金融现状：需求方面,根据需求主体不同,主要包括农户金融需求、乡镇企业金融需求以及政府金融需求；供给方面,主要介绍了农村地区各种金融机构职能以及它们各自所占农村金融份额,并根据供求两方面的分析结论对西部农村金融现状进行了评价。紧接着本文在对西部农村金融概况介绍的基础上,运用理论分析法推导了西部农村金融发展对经济增长的正反两方面效应及传导机制。接下来的部分是实证分析部分,本文对西部十一省、自治区、直辖市的面板数据模型进行检验并建立固定效应模型估算西部农村金融发展水平对农村经济发展的效应。通过分析发现,金融发展与经济发展负相关,农村地区金融抑制现象明显。从长期来看,西部农村金融在一定程度上促进经济发展,但是作用不明显,这说明西部金融系统的不完善和非效率。此外,本文还详细研究了包括农村投资、农村人力资本、农村产业结构、财政支农等变量与经济发展的关系。根据分析结果显示的西部农村金融发展在促进经济发展方面存在的问题,针对性的提出了包括完善西部农村金融机构体系、完善西部农村金融制度以及优化金融发展外部环境等政策建议。
[Abstract]:Since the end of the last century, the government has turned more attention to the field of agriculture, countryside and farmers, and the development of various undertakings in rural areas has entered a new stage. As an underdeveloped region, the development of rural economy in western China is of great significance to promote the "new socialist countryside" in an all-round way. The development of western rural economy needs a large amount of capital investment and reasonable distribution of elements, all of which depend on the continuous development of rural finance. This paper firstly introduces the theories used in the analysis, including the theory of financial development, the theory of rural finance, and the theory of economic growth. On this basis, the paper reviews the development course of rural finance in western China in stages, and analyzes the present situation of rural finance in western China from two aspects of supply and demand: demand, according to the different main body of demand, mainly includes the financial needs of farmers. On the supply side, it mainly introduces the functions of various financial institutions in rural areas and their respective share of rural finance. Based on the analysis of supply and demand, the paper evaluates the present situation of rural finance in western China. On the basis of the introduction of the western rural finance, this paper deduces the positive and negative effects of the western rural financial development on the economic growth and the transmission mechanism by using the theoretical analysis method. The next part is the empirical analysis part, this paper tests the panel data model of 11 provinces, autonomous regions and municipalities directly under the Central Government and establishes a fixed effect model to estimate the effect of the western rural financial development level on the rural economic development. It is found that financial development is negatively correlated with economic development, and the phenomenon of financial repression is obvious in rural areas. In the long run, the western rural finance promotes the economic development to a certain extent, but the function is not obvious, which shows that the western financial system is imperfect and inefficient. In addition, the relationship between the variables including rural investment, rural human capital, rural industrial structure, financial support for agriculture and economic development is also studied in detail. According to the problems in promoting the economic development of the western rural financial development, the paper puts forward the following suggestions: perfecting the western rural financial institution system. Improve the western rural financial system and optimize the external environment for financial development and other policy recommendations.
