突发公共卫生事件的项目化管理实践及理论研究

【摘要】：当前,禽流感、食物中毒、放射性污染等突发公共卫生事件不仅造成了财产损失和人员伤亡,而且也给社会带来了社会心理、价值观、经济、政治等方面的长期影响。突发公共卫生事件的管理已经成为研究的热点和焦点。项目管理理论作为高效的事件管理手段,在突发公共卫生事件的管理中也是一种科学的尝试。驻要的研究工作与内容如下： (1)本文介绍了突发公共卫生事件管理研究的背景、目的及意义,归纳综述国内外有关突发公共卫生事件管理方面的各类文献和项目管理理论的研究现状及趋势,探究了项目管理理论运用在突发公共卫生事件管理上的可行性,引出理论、实践和方法等方面的创新点,并提出研究方法及方案。 (2)比较美国、日本和中国现有的突发公共卫生管理体系,分析了我国突发公共卫生事件管理上存在的问题与不足,得出相应的启示和借鉴。 (3)对突发公共卫生事件项目进行了管理模式设计。运用项目管理的生命周期原理,将突发公共卫生管理分成分启动、计划、执行、控制、收尾五个阶段,并结合突发公共卫生事件管理的理论体系和实践经验,对突发公共卫生事件进行分类和分级的组织架构模式研究；运用项目管理理论的WBS方法、范围管理、成本管理、风险管理和沟通管理等理论和工具,全面地分析了项目管理理论在突发公共卫生管理中运用的实现路径和运用技巧。 (4)本文以重大疫情为案例,例证项目管理在对突发疫情处理中的应用,探讨项目管理在其他突发公共卫生事件中的推广,以此强化理论与实际的联系。
[Abstract]:At present, bird flu, food poisoning, radioactive pollution and other sudden public health events not only caused property losses and casualties, but also brought social psychology, values, economic, political and other long-term impact. The management of public health emergencies has become the focus of research. Project management theory, as an efficient means of event management, is also a scientific attempt in the management of public health emergencies. The main research work and contents are as follows: 1) this paper introduces the background, purpose and significance of the research on the management of public health emergencies. This paper summarizes the current situation and trend of various literatures and project management theories on the management of public health emergencies at home and abroad, probes into the feasibility of applying the project management theory to the management of public health emergencies, and leads to the theory. Compared with the existing public health management systems in the United States, Japan and China, this paper analyzes the problems and shortcomings in the management of public health emergencies in China. The corresponding enlightenment and reference. 3) the management mode design of the public health emergency project is carried out. Based on the life cycle principle of project management, the public health emergency management is divided into five stages: starting, planning, executing, controlling and finishing, and combining with the theory system and practical experience of emergency public health management. Research on the organization structure model of classifying and classifying public health emergencies, using the WBS method of project management theory, scope management, cost management, risk management and communication management, etc. This paper comprehensively analyzes the implementation path and application skills of project management theory in the management of sudden public health. (4) this paper exemplifies the application of project management in the management of sudden outbreaks by taking the major epidemic situation as a case. This paper discusses the extension of project management in other public health emergencies so as to strengthen the relationship between theory and practice.
