国家海洋博物馆建设项目综合评价研究

【摘要】：国家海洋博物馆建设是海洋时代发展的客观要求,对于保护海洋文化、培育海洋意识、增强国家海洋实力等具有重要的作用。国家海洋博物馆包括收藏保护、展示教育、科学研究、交流传播、休闲旅游等功能,其作用的实现要重视资源的整合、注重教育功能的发展、注重人才和产业导向等要求。在对投资项目综合评价的内涵、发展历程、基本原则、主要内容及评价步骤等项目综合评价理论的构成要素进行论证的基础上,对从项目建设方案、项目经济与环境影响、项目风险等方面国家海洋博物馆建设项目进行了综合评价。首先,从建设背景、建设目标、功能定位、建设原则与内容等方面介绍了国家海洋博物馆的详细情况,明确了对其进行项目综合评价的必要性和价值所在；其次,在对国家海洋博物项目建设方案评价中,在确定建设规模并对建设方案的比较的基础上,从建设方案整体、建设规划、建设内容三方面对其进行了评价；再次,从项目投资管理、运营管理、环境影响及社会效应等方面评价了国家海洋博物馆建设项目的经济及环境影响；最后,从风险识别、风险程度分析及风险防范措施等方面对国家海洋博物馆建设项目风险进行了评价。通过以上内容的研究,有助于丰富项目管理研究领域,特别是专业性博物馆建设项目管理的研究中项目综合评价、项目风险构成、项目风险来源分析、项目风险程度判定、项目风险防控体系建设、项目风险实施措施等内容的探讨,为项目风险管理领域提供更多的分析案例。本论文研究的风险管理及防范措施,对于指导国家海洋博物馆项目的建设方案、项目实施,特别是构建国家海洋博物馆建设风险防控体系,有针对性的针对不同来源的风险制定有针对性的防范措施,提供相应的参考依据。
[Abstract]:The construction of the National Oceanic Museum is the objective requirement of the development of the ocean age, which plays an important role in protecting the marine culture, cultivating the ocean consciousness and strengthening the national ocean strength. The National Oceanic Museum includes the functions of collection protection, display education, scientific research, communication and communication, leisure tourism and so on. The realization of its function should pay attention to the integration of resources, the development of educational function and the requirements of talent and industry orientation. Based on the argumentation of the connotation, development course, basic principles, main contents and evaluation steps of the comprehensive evaluation theory of the investment project, this paper discusses the project construction scheme, the economic and environmental impact of the project. Project risk and other aspects of the National Ocean Museum construction project comprehensive evaluation. First of all, from the construction background, construction objectives, functional positioning, construction principles and contents of the National Ocean Museum introduced the detailed situation, clear the necessity and value of comprehensive evaluation of the project; secondly, In the evaluation of the construction plan of the national marine heritage project, on the basis of determining the construction scale and comparing the construction plan, the author evaluates the construction plan from three aspects: the whole construction plan, the construction plan and the construction content. Thirdly, This paper evaluates the economic and environmental impact of the National Ocean Museum construction project from the aspects of project investment management, operation management, environmental impact and social effect. Risk degree analysis and risk prevention measures are used to evaluate the risk of the National Ocean Museum construction project. Through the research of the above contents, it is helpful to enrich the research field of project management, especially the comprehensive evaluation of the project, the composition of the project risk, the analysis of the source of the project risk, the determination of the degree of the project risk, especially in the research of the construction project management of the specialized museum. This paper discusses the construction of project risk prevention and control system, project risk implementation measures, and provides more analysis cases for project risk management field. The risk management and prevention measures studied in this paper can guide the construction plan and implementation of the National Oceanic Museum Project, especially the construction of the National Oceanic Museum Construction risk Prevention and Control system. Aiming at the risk from different sources, we can provide the corresponding reference basis.
