智库产业化发展的基本特征与操作

【摘要】:智库产业化并不是要改变智库的本质属性,而是借鉴生产性部门产业化的生产组织方式和市场化的资源配置方式,通过产业化、市场化的手段,提高智库机构的运作效率。促进我国智库产业化发展,应大力发展各类智库机构,特别是民间智库;制定智库产业发展的总体规划,对不同类型的智库实行分类指导;引入智库产业发展的竞争机制;建立科学的智库产业发展评估指标体系;加强我国智库机构的专业化建设,努力打造龙头型智库机构;完善智库产业发展的社会配套环境,努力构建全国、区域性智库产业网络;搭建学术交流平台,整合学术资源,努力营造智库产业的网络互动氛围;创新人才培养模式,提升研究人员的学术能力,夯实智库产业发展的人力资源基础。
[Abstract]:The industrialization of think-tank is not to change the essential attribute of think-tank, but to learn from the production organization mode and market-oriented resource allocation mode of industrialization of productive department, and to improve the efficiency of operation of think-tank by means of industrialization and marketization. To promote the industrialization of think tanks in China, we should vigorously develop all kinds of think tanks, especially non-governmental think tanks, formulate the overall plan for the development of think tanks, carry out classification guidance for different types of think tanks, introduce the competitive mechanism of the development of think tanks industry. To establish a scientific evaluation index system for industrial development of think tanks, to strengthen the specialized construction of think tanks in China, and to make efforts to build leading think tanks; To improve the social supporting environment for the development of think tank industry, to build the national and regional industry network of think tanks, to build academic exchange platform, to integrate academic resources, and to create a network interactive atmosphere of think tank industry. To innovate the talent training mode, to enhance the academic ability of researchers, and to consolidate the human resource base for the industrial development of think tanks.
