电梯安全管理模式研究

【摘要】：伴随电梯数量持续高速增长与电梯老旧化程度的加深,未来我国电梯的安全形势不容乐观,电梯安全问题成为影响社会稳定的因素。需要借鉴成功经验并应用新的管理理念,提升电梯安全管理方法来与之适应。本文以新公共管理和新公共服务理论为电梯安全管理模式的理论依据,尝试结合理论提出具体设想,构建政府、市场、社会组织与公众互动的电梯安全治理结构：首先要有法可依,电梯安全管理法治先行,建立完善的法律法规体系,依靠法律法规进行管理;其次要采用市场化取向,让市场机制发挥应有作用,让私营部门和社会组织参与提供电梯公共服务；第三要实行民主化管理,重视民众利益,让电梯安全管理成为公众解决自己问题的实施过程；第四要扁平化组织结构,将电梯相关的建筑、监察、救援归口管理,做好土建、电梯和消防的衔接和沟通。在具体模型上提出政府行政机构重新定位自身职能与社会关系,行政官员业绩由公众进行考核,转变成“向下负责制”；重视公众利益,在法律法规的制订更新上保障和鼓励公众的参与决定；兼顾公平和效率,行政官员由上级行政机构任命,同时建立畅通的沟通反馈渠道让公众参与行政和监督。构建新的电梯安全管理模式,通过电梯安全管理各组成部分的博弈、竞争和合作来共同促进电梯行业自律和良性发展。
[Abstract]:With the continuous and rapid growth of the number of elevators and the deepening of the aging of the elevator, the safety situation of our elevator is not optimistic in the future, and the safety problem of elevator will become a factor affecting the social stability. It is necessary to learn from the successful experience and apply the new management concept to improve the elevator safety management methods to adapt to it. This paper is based on the new public management and new public service theory is the theoretical basis of elevator safety management mode, try to combine theory put forward specific ideas, elevator safety governance structure of government, market, social organizations and the public interaction: the first to work, elevator safety management rule of law first, establishing a sound legal system, relying on the law of management the second; the market orientation, let the market mechanism to play its due role for the private sector and social organizations in the public service to provide lift to implement democratic management; third, pay attention to the interests of the people, let the elevator safety management become the implementation process of the public to solve their own problems; fourth to the flat organization, will lift the related construction, rescue supervision, centralized management, good construction, elevator and fire in the connection and communication. The government administrative agencies re positioning its own functions and social relations in the specific model, administrative officials performance assessment by the public into "down responsibility"; pay attention to the public interest in updating the formulation of laws and regulations to protect and encourage public participation in decision making; and Gu Gongping and the efficiency of administrative officials appointed by the superior administrative institutions. At the same time, establish smooth communication channel to let the public participate in the administration and supervision. A new elevator safety management mode is established, which promotes the self discipline and healthy development of elevator industry through the game, competition and cooperation of all components of elevator safety management.
