【摘要】：现代城市的形成与发展是生产力进步和社会财富积聚的必然结果。随着经济全球化和区域一体化的深入发展,以城市为核心的城市群逐渐地成为世界各国提升自身竞争力和夺取国际话语权的主要载体。在某种程度上,国家之间的竞争已经演变成世界级城市群之间的竞争,重构和振兴城市群纷纷成为发达国家和发展中国家的重要战略。就我国而言,城市群各个方面发展程度代表了我国的最高水平,是我国对外开放的前沿阵地和经济发展的龙头,对我国现代化的实现起着关键性的作用,因此成为我国未来的核心发展方向。城市群作为多个城市的集合体,是一种功能性区域,同时也是一个主体博弈场域。由于城市群内部环境资源的有限性和稀缺性,导致城市群内部各个城市政府在政治市场、产品市场和要素市场等领域发生博弈。并且,这种博弈在政府政治经济人倾向和参与人有限理性的前提限制下,会衍生诸多博弈无序问题。除此之外,当前我国关于城市群府际博弈治理的理念及制度规范都还不健全,更是加剧了城市群府际博弈中的竞合无序行为,产生了很多负面影响,如城市群内部统一市场分割、产业结构雷同和重复建设、城市群整体环境污染及治理失序、城市群公共政策扭曲等,给城市群的可持续发展带来严重阻碍。因此,寻求解决城市群府际博弈的优化路径,构建城市群内各个城市政府间合理、有序的竞合博弈关系,成为共同关注的焦点。整体性治理理论作为新兴的第三种行政范式,是对新公共管理模式下政府治理碎片化和服务裂解性进行超越的结果,它以合作共赢价值理念为基础,以协调、整合机制为核心,注重治理问题的预防、治理过程的优化和治理结果的提升,借助现代化的信息网络技术,进行治理层级和治理功能之间的整合。同时,注重全局战略和整体思维,以信息技术的制度化设计为手段,通过构建信任体系、责任体系和利益协调体系,建立政府治理整合系统和协调系统,主张治理从分散走向集中,从部分走向整体,从破碎走向整合。整体性治理以协调与整合为核心的主张与城市群府际博弈的协调与治理具有较强的契合性,能够更好的协调各个城市政府之间的博弈,缓解相互之间的博弈冲突,实现政府博弈整体效果的最优和公共利益整体最佳。因此,整体性治理不仅是一种改革取向,也是一种理论分析框架,对指导治理转型期我国城市群府际竞合博弈的设计和安排,提供了一种解决方案,一种未来改革的思考方向,具有较强的借鉴和指导意义。根据城市群府际博弈发展的历史轨迹,我们可知城市群府际博弈中竞争与合作从无序到有序、从松散的一般往来到有组织的社会经济联系、从不整合状态到整合发展,这是一个循序渐进的演变过程。从时间过程上看,城市群府际博弈无序发展进程更漫长,当前我国城市群府际博弈仍有相当多还处于“诸侯割据”状态,其无序竞争博弈因子较多,而有序合作博弈因子较少,对城市群的经济、社会发展都造成了很大的负面影响。基于城市群府际博弈的机理,深入剖析城市群府际博弈无序产生的原因,可知博弈意识落后、行政区域障碍、考核机制不当、博弈协调机构滞后、信息沟通不畅、成本分摊不均、信任体系缺失以及博弈规则不完善是当前城市群府际博弈无序产生的重要原因,成为城市群府际博弈治理现代化的主要障碍。基于整体性治理理论视角出发,从重塑合作共赢理念、建立整体性博弈治理机构、创新城市群政绩考核体系、完善城市群府际利益协调机制、搭建城市群府际信息共享平台、优化城市群府际博弈信任体系等方面着手,探讨推进我国城市群府际博弈协调治理的策略选择。

The holistic governance theory as the third administrative new paradigm, is the result of fragmentation and services beyond the lytic government under the new public management mode of governance, its value based on the principle of win-win cooperation, to coordinate the integration mechanism as the core, pay attention to prevention of governance problems, optimize the management process and results to improve governance, with the help of modern information network technology, the integration between governance and governance function.
