公共政策执行“以人为本”存在的问题及对策

【摘要】：公共政策执行问题在学术界受到越来越多学者重视，在公共管理研究领域有着十分重要的研究地位和理论意义；同时，由于中国正处于快速发展的时期，公共管理对象也愈加地复杂，因此，研究公共政策执行有着极为重要的现实意义。然而我国地方政府在某些公共政策的执行方面违背了“以人为本”的理念，使得广大人民群众对部分公共政策执行的支持度不高，导致公共政策执行无法达到预想的效果。因此，如何防止公共政策执行过程中出现与“以人为本”理念相违背的情况，提升政府部门的政策执行水平，是地方政府需要解决的问题。通过研究公共政策执行问题中的“以人为本”问题，找出我国公共政策执行过程中人本因素缺失的原因，为现实生活中的公共政策执行提供强大的理论支持，一方面可以对公共政策的理论研究进行更适应时代发展的研究，满足社会发展的公共政策理论需求；另一方面可以依靠社会公众的力量，科学地推进公共政策“以人为本”的执行，，提升政府的执政效率和提升政府的公共形象，具有重要的现实意义。本文在总结其他学者研究成果的基础上，对公共政策执行工作中的“以人为本”问题进行了相关的研究。目前，“以人为本”理念在公共政策执行问题上的研究，国内学者研究并不多，在一定程度上还存着空白。本文研究集中在“以人为本”理念在公共政策执行过程中的缺失问题，较为全面地分析了存在的问题，探讨了“以人为本”理念在公共政策执行过程中缺失的原因。最后，针对我国的公共政策执行中“以人为本”理念的缺失，本文提出了具有一定的操作性的建议。
[Abstract]:The implementation of public policy problem attracts more and more attention in the academic circles, there are position and theoretical significance of research is very important in the field of public administration research; at the same time, because China is in a period of rapid development, the public management object has become even more complex, therefore, the research of public policy implementation has a very important practical significance. However, China's local government in violation of the "people-oriented" concept in the implementation of public policies, so that the masses on the part of the implementation of public policy support is not high, resulting in the implementation of public policy can not achieve the desired results. Therefore, how to prevent the violation of the "people-oriented" concept of the situation in the implementation of public policy. To enhance the implementation level of government policy, the local government needs to solve the problem.
Through the study of public policy implementation in the "people-oriented" problem, find out the reasons of China's public policy implementation process in the absence of factors, to provide strong theoretical support for the implementation of public policy in real life, on the one hand can be theoretical research on public policy for more research to adapt to the development of the times, to meet the needs of public policy the theory of social development; on the other hand, can rely on the power of public scientific public policy to promote "people-oriented" implementation, improve the efficiency of the government's ruling and enhance the government's public image, has important practical significance.
In this paper based on the research results of other scholars, on public policy implementation of the "people-oriented" problem is studied. At present, research on "people-oriented" concept in public policy implementation, not many domestic scholars to study, to a certain extent also kept blank. This study focused on the "people oriented" concept in the problems in the process of public policy implementation, a more comprehensive analysis of the existing problems, discusses the concept of "people-oriented" in the cause of lack of public policy implementation process. Finally, in view of our country's public policy implementation of the concept of "people-oriented" is missing, is proposed in this paper is feasible. Advice.
