【摘要】:20世纪80年代以来,随着新公共管理运动的开展,世界各国政府开展了一系列政府改革。改革以往的公务员制度,实施公务员聘任制便是其中之一。改革开放以后,我国也受到了该浪潮的影响,并提出建设高效、透明的服务型政府。1993年开始,我国部分地方政府也引入了公务员聘任制,进行公务员制度的改革探索,中共十八届三中全会提出加快建立聘任人员管理制度。本文以我国公务员聘任制的实施情况为研究对象,对我国实施公务员聘任制的背景、原因进行了介绍,以吉林省公务员雇员制和深圳、浦东公务员聘任制的实践情况为案例素材,客观分析了当前我国公务员聘任制实施过程中存在的问题和原因,在借鉴部分国外发达国家公务员聘任制实践经验的基础上,针对性地提出了进一步完善我国公务员聘任制的对策。文章共分为六个部分。第一部分为导论,主要叙述了本文的研究背景和意义、研究内容和方法以及国内外关于公务员聘任制的研究现状。第二部分为公务员聘任制概述,详细阐述了与公务员聘任制相关的概念和理论,同时,也对公务员聘任制在国外的源起背景进行了介绍。第三部分对我国实施公务员聘任制的原因、意义以及吉林省和深圳市等地方公务员聘任制的实施情况进行了分析,指出了我国公务员聘任制目前存在的问题及原因。第四部分是对美国、澳大利亚等发达国家公务员聘任制实施情况和可资我国借鉴经验的介绍。第五部分针对我国公务员聘任制实践中的具体问题,结合国外的相关经验提出了完善我国公务员聘任制的对策。第六部分为结语对全文内容进行了简要的总结。
[Abstract]:Since 1980s, with the new public management movement, the governments of the world to carry out a series of government reform. The reform of civil servant system, the civil service appointment is one of them. After the reform and opening up, China is affected by the tide, and proposed the construction of efficient, transparent to the service type government in.1993 part of the local government, our country has also introduced the civil service appointment system, to explore the reform of the civil service system, the Communist Party of China put forward in the third Plenary Session of the 18th CPC Central Committee to speed up the establishment of personnel appointment management system. In this paper, the implementation of the civil service appointment as the research object, the implementation of the civil service appointment system in China. The reasons are introduced, with the Jilin provincial civil service employees for Pudong and Shenzhen, the practice of the civil service appointment system as the case material, objectively analyzed the current situation of China's civil service appointment system in the implementation process. Problems and reasons in the developed countries on the basis of part of the civil service appointment practice experience, this paper puts forward some countermeasures to improve China's civil service appointment. The article is divided into six parts. The first part is the introduction, mainly introduces the research background and significance, research on the appointment of civil servants the research contents and methods at home and abroad. The second part is an overview of the civil service appointment, the appointment of civil servants are elaborated and related concepts and theories, at the same time, also introduced the appointment of civil servants in the foreign origin background. The third part of the implementation of the civil service appointment reasons in our country, the implementation of local civil servants the appointment system and the meaning of Jilin province and Shenzhen city were analyzed, pointed out the existent problems and reasons of China's civil service appointment system. The fourth part of the United states, Australia and other developed countries and the implementation of the civil service appointment system for our country to draw lessons from the experience introduction. The fifth part according to the specific problems of appointment of civil servants in practice, combined with overseas experience and puts forward some countermeasures for perfecting the civil service appointment. The sixth part makes a brief summary of the full text.
