【摘要】:二十世纪七十至八十年代,“新公共管理运动”的浪潮席卷西方各发达国家,,使得绩效评估在政府部门中得以推广。公共部门绩效评估的兴起既得益于理论的支持,也体现出对公众需求的积极回应。监狱机关是政府的重要组成部门,中央政法委提出:“要把刑释解教人员重新犯罪率作为衡量监管工作的首要标准”,这无疑为监狱教育改造罪犯工作提出了更高的要求,提高绩效势在必行。然而,目前我国监狱在实践中,并未形成一套权威的、有针对性的绩效评估体系,理论研究也鲜有涉及。因此,探讨如何构建一套适合监狱机关的绩效评估体系,推进首要标准的达成,实现规范化管理,成为监狱机关现实且迫切的要求。 本文首先对绩效管理、关键绩效指标等相关概念进行了阐述,同时介绍了监狱的性质、任务、设置、体制等基本情况,分析关键绩效指标应用于公共部门的适用性,从而在理论上论证其也适用于监狱绩效评估。随后结合我国监狱机关的特点和实际情况,构建了关键绩效指标绩效评估的指标体系分析关键绩效指标在其绩效评估中的可行性。并分析验证关键绩效指标在监狱绩效评估的实际应用价值。
[Abstract]:From 20th century to 80s, the "New Public Management Movement" swept the western developed countries. The rise of public sector performance evaluation not only benefits from the support of theory, but also reflects the positive response to the public demand. Prison is an important component of the government. The Central Committee of political Science and Law has put forward: "We should take the re-crime rate of released prisoners as the primary standard for measuring the work of supervision," which undoubtedly puts forward higher requirements for the work of prison education and reform of criminals. It is imperative to improve performance. However, at present, the prison in our country has not formed a set of authoritative, targeted performance evaluation system, theoretical research is rarely involved. How to construct a set of performance evaluation system suitable for prison authorities, to promote the achievement of primary standards and to realize standardized management, has become a realistic and urgent requirement of prison authorities. This paper first describes the performance management, key performance indicators and other related concepts, and introduces the nature of the prison, tasks, settings, systems and other basic conditions. This paper analyzes the applicability of the key performance indicators in the public sector, so as to demonstrate theoretically that they are also applicable to the performance evaluation of prisons. Then, combined with the characteristics and the actual situation of the prison authorities in China. To analyze the feasibility of the key performance indicators in the performance evaluation, and to verify the practical application value of the key performance indicators in prison performance evaluation.
