公共部门人力资源管理外包研究

【摘要】: 人力资源管理外包这个概念,在国外已经非常普遍,人力资源管理外包业务正在全球范围内快速的发展和蔓延,并成为业务流程外包的重要组成部分。对于公共部门来说,要想在瞬息万变的市场中谋求更好的发展,就得面临着重犬的变革,需要改变过去陈旧的管理模式,实现精简和瘦身。因此,人力资源管理外包便成为一种趋势逐渐被公共部门所吸收,即强调自己最擅长,最核心的业务,同时从外部获取专业,高效,低成本的服务,从而实现公共部门的精简和瘦身。使自身达到变革和发展。 本文在前人研究的基础上,从人力资源管理外包的理论出发,分析了人力资源管理外包的项目和内容,并以某公共部门实施人力资源外包为例,找出人力资源管理外包存在的风险并归纳出对风险的解决方案,最后总结了公共部门人力资源管理外包后遇到的问题同时也提出了相应的解决策略。
[Abstract]:The concept of human resource management outsourcing (HRM) has become very common in foreign countries. Human Resource Management Outsourcing (HRM) is rapidly developing and spreading all over the world, and has become an important part of business process outsourcing (BPO). In order to achieve better development in a rapidly changing market, we will have to face a change in dog weight and need to change the old management model and achieve streamlining and slimming. Human resource management outsourcing has become a trend gradually absorbed by the public sector, that is, to emphasize their best, most core business, and to obtain professional, efficient and low-cost services from outside. So as to achieve the streamlining and downsizing of the public sector, so that they achieve change and development. On the basis of previous studies, this paper analyzes the project and content of human resource management outsourcing from the perspective of the theory of human resource management outsourcing, and takes the implementation of human resource outsourcing in a public sector as an example. This paper finds out the risks existing in human resource management outsourcing and concludes the solutions to the risks. Finally, it summarizes the problems encountered after the outsourcing of human resources management in the public sector and puts forward the corresponding solutions.
