唐山市路南区新的社会阶层统战工作问题研究

【摘要】：随着改革开放以及社会主义市场经济的发展,知识分子、工人、农民逐渐开始分化,出现了民营科技企业的创业人员和技术人员、中介组织的从业人员、受聘于外资企业的管理技术人员、私营企业主、个体户、自由职业人员这六个新的社会群体,统称为“新的社会阶层人士”。路南区是唐山市的中心城区、老城区、繁商区,也是唐山市的商业商务中心、文化创意中心和信息物流中心。路南区新的社会阶层人士产生较早,发展迅速,已成为-个构成复杂、游离于传统体制边缘、经营活动遍布各领域各行业、流动频繁、规模庞大、思想观念和价值取向多元化、管理头绪繁杂的特殊群体。路南区如何充分发挥新的社会阶层人士在在政治生活以及经济发展中的优势作用,这是一个具有理论和实践双重意义的研究课题。本文通过对唐山市路南区新的社会阶层的研究,来探讨唐山市路南区新的社会阶层统战工作中存在问题的解决方法。文章分为四个部分。第一部分对研究背景、研究意义、国内外研究现状、研究方法和文章的创新点进行了阐述；第二部分阐述了新的社会阶层的概念、理论支撑、概况以及新的社会阶层统战工作的重要性；第三部分分析了唐山市路南区新的社会阶层统战工作情况,包括唐山市路南区新的社会阶层的基本情况、新的社会阶层统战工作的成绩、存在问题及其原因；第四部分提出了完善唐山市路南区新的社会阶层统战工作的对策,本文对策研究的创新点是建立了中介组织和自由职业知识分子代表人士的评价体系。本文运用公共管理的相关理论,结合在统战部工作积累的经验,通过查阅文献、搜集数据、实地调研等方法,围绕唐山市路南区新的社会阶层统战工作存在问题及其原因进行深入研究,提出了相应的对策建议,包括建立统战工作机制、完善综合评价体系、搭建统战工作平台、完善政治参与路径、加强思想教育引导和助推非公经济发展等,以此加强新的社会阶层代表人士队伍建设,推进唐山市路南区新的社会阶层统战工作。希望该项研究能为唐山市路南区新的社会阶层统战工作的开展提供理论支持和实践参考。
[Abstract]:With the reform and opening up and the development of the socialist market economy, intellectuals, workers, and peasants have gradually begun to differentiate, and the entrepreneurs and technicians of private scientific and technological enterprises and the practitioners of intermediary organizations have emerged. The six new social groups employed by foreign-funded enterprises, such as management technicians, private business owners, self-employed workers and freelancers, are collectively called "new social class people." Lunan District is the central city of Tangshan City, the old city area, and the complex business district. It is also a commercial and business center, a cultural and creative center, and an information logistics center in Tangshan City. The new social strata in Lunan District were born earlier and developed rapidly. They have become a complex composition and have drifted away from the edge of the traditional system. Business activities in various fields and industries, frequent flow, large scale, ideas and values of diversity, How to give full play to the dominant role of the new social strata in political life and economic development, This is a research topic of both theoretical and practical significance. The article is divided into four parts. The first part is about the research background, the significance of the research, and the current research situation at home and abroad. The second part expounds the concept of the new social stratum, theoretical support, general situation and the importance of the new social stratum United front work; The third part analyzes the situation of the new social stratum United front work, including the basic situation of the new social stratum, the achievements of the new social stratum United front work, the existing problems and the reasons. In the 4th part, the author puts forward the countermeasures to perfect the United front work of the new social stratum in Lunan District of Tangshan City. The innovation of the countermeasure research in this paper is to establish the evaluation system of representative personages of intermediary organizations and freelance intellectuals. Field investigation and other methods, focusing on the existing problems and their causes of the new social stratum United front work in Lunan District, Tangshan City, and putting forward the corresponding countermeasures and suggestions, including establishing the United front work mechanism, perfecting the comprehensive evaluation system, To build a United front work platform, to improve the path of political participation, to strengthen ideological education and to promote the development of non-public economy, and so on, in order to strengthen the construction of the contingent of representatives of the new social strata, It is hoped that this study can provide theoretical support and practical reference for the development of the new social stratum United front work in the southern district of Tangshan City.
