我国政府绩效管理若干问题探析与思考

【摘要】:绩效管理作为发轫于企业管理的一种有效管理模式,随着西方国家新公共管理运动的兴起,在“重塑政府”和“改革政府”中逐渐融入并应用于政府管理中,在解决西方经济问题、化解政府信任危机、促进政府提能增效、提升公众满意度等方面发挥了积极作用。政府绩效管理体系在以英美为先驱代表的西方国家日臻完善,并逐渐被其他国家引进、改造,形成符合当地实际的行政管理制度。当前,中国各项改革步入“深水区”,特别是深化行政体制改革到了关键节点,而推进政府绩效管理对加强政府自身建设、转变政府职能、建设服务型政府、构建正确的政绩观、深入贯彻落实科学发展观具有重要促进作用。因此,在我国推行政府绩效管理将是我国深化行政体制改革的重要推手之一。 政府绩效管理思潮在我国改革开放后传入我国,学术研究和实践探索几乎是同时兴起,经过近四十年的积累沉淀都取了一定的成果,特别是政府绩效管理实践,地方政府在借鉴国外理论和实践经验的基础上,结合当地实际,逐渐形成各具特色的地方政府绩效管理模式。但政府绩效管理在我国还方兴未艾,所开展的实践探索活动仅仅是各地在行政管理改革中有限的尝试,并没有上升到国家层面,没有形成战略框架体系和制度基础,还存在诸多问题、不足和困难。若不能根据形势加以改进和规范,政府绩效管理难免会陷入形式主义,改革也会难产。十七大以来,党和国家和领导人都曾多次提出要推行政府绩效管理制度。特别是2011年中纪委在国务院的授权下,开始在全国开展政府绩效管理试点,揭开我国加快实施政府绩效管理的序幕。在缺乏战略规划和制度保障的情况下,克服原有缺陷、突破制度障碍、完善体制机制、借鉴国内外成熟经验将是完善我国政府绩效管理的必行之路。当前,行政体制改革正在尝试酝酿之中,国家对政府绩效管理的大政方针也将呼之欲出,如何利用当前弊利条件,吸取经验教育,为下一步政府绩效管理工作的全面实施推广,值得深思。 本文将比较详细地介绍我国政府绩效管理发展状况,归纳分析存在的问题和困难,在介绍西方国家政府绩效管理实践的基础上,对完善我国政府绩效管理提出可行性和建设性建议,为国家系统实施政府绩效管理提供参考。
[Abstract]:Performance management as an effective management model originated from enterprise management, with the rise of new public management movement in western countries, it is gradually integrated and applied to government management in "reshaping government" and "reforming government". It has played a positive role in solving the western economic problems, resolving the crisis of government trust, promoting the government to increase efficiency and increasing the public satisfaction, etc. The government performance management system is becoming more and more perfect in the western countries represented by the United States and the United States. And has gradually been introduced and transformed by other countries to form an administrative system in line with the actual local conditions. At present, China's various reforms have stepped into "deep water areas," especially deepening the reform of the administrative system to the key nodes. The promotion of government performance management plays an important role in strengthening the government's own construction, transforming the government's functions, building a service-oriented government, building a correct outlook on achievements, and carrying out the scientific concept of development in depth. The implementation of government performance management in our country will be one of the important promoters to deepen the reform of administrative system in our country. The trend of thought of government performance management was introduced into our country after the reform and opening up, academic research and practical exploration rose almost simultaneously. After nearly 40 years of accumulation and sedimentation, the government performance management practice, especially the practice of government performance management, has been obtained. On the basis of drawing lessons from foreign theories and practical experiences and combining with local reality, the local government has gradually formed its own local government performance management mode, but the government performance management is still in the ascendant in our country. The practice and exploration activities carried out are only limited attempts in administrative reform in various places, and have not risen to the national level, have not formed the strategic framework system and institutional basis, and there are still many problems. Deficiencies and difficulties. If the situation is not improved and standardized, government performance management will inevitably fall into formalism and reform will become difficult. Since the 17th National Congress, The Party, the state and leaders have repeatedly proposed to implement the government performance management system. In particular, in 2011, the Central discipline Inspection Commission, under the authorization of the State Council, began to carry out government performance management pilot projects throughout the country. In the absence of strategic planning and system guarantee, we should overcome the original defects, break through the institutional obstacles, and improve the system and mechanism, and open up the prelude of speeding up the implementation of government performance management in our country. To learn from the mature experience at home and abroad will be the necessary way to improve the performance management of our government. At present, the reform of administrative system is in the process of brewing, and the main policy of government performance management will also emerge, how to make use of the current advantages and disadvantages, It is worth thinking deeply to draw lessons from experience education and promote the overall implementation of government performance management in the next step. This paper will introduce the development of Chinese government performance management in detail, summarize and analyze the existing problems and difficulties, on the basis of introducing the practice of government performance management in western countries. This paper puts forward some feasible and constructive suggestions to improve the performance management of our government, and provides a reference for the implementation of government performance management in the national system.
