我国跨域公共危机治理的碎片化困境及其突破

【摘要】:跨域公共危机常态化是我国当前无法回避的公共危机态势,有效治理跨域公共危机是我国公共事务治理的主要议题,但在近年来的实践中,我国跨域公共危机治理却存在碎片化的问题,制约着跨域公共危机的有效治理。本文立足我国跨域公共危机形势及其治理的实践,结合风险社会理论、碎片化理论、整体性治理理论,运用文献研究法、归纳法、案例分析法等研究方法,分析我国跨域公共危机治理存在的碎片化困境,剖析其生成机理,并探寻其破解之道。 跨域公共危机治理需要不同区域或领域的政府及其部门、社会、市场等多方力量共同联合开展,而我国跨域公共危机治理过程中却暴露出碎片化的问题。在价值有效整合上,相关的主体对跨域公共危机缺乏统一、一致的认知,所依据的法律法规部门化倾向明显,并在不同程度上彰显地方或者部门利益;在职权与资源配置上,我国跨域公共危机治理主体成条块状分布,隶属各异,职权分散,各种资源也分散于不同的主体,资源共享不足,协调联动比较困难,政府与社会、市场的力量对接显得生涩,缺乏有效整合;在跨域公共危机治理的政策制定和执行上也缺乏协调性、连贯性,存在“山头主义”倾向。我国跨域公共危机治理所存在的碎片化困境,制约了有效地化解、消弭跨域公共危机,不利于社会的和谐稳定,也对政府的形象造成消极影响。 我国跨域公共危机治理陷于碎片化困境的生成机理涉及诸多因素,有关治理主体囿于非公利益是根本的原因,传统过分追求经济发展的观念和封闭、排外的行政文化在理念上掣肘着协作的开展,我国跨域公共危机治理体制部门分割、条块分治的局限性和沟通协调、资源共享、问责等相关机制保障不足对跨域公共危机治理碎片化困境的形成具有直接的影响。 整体性治理理论作为当前公共管理领域的新型理论,与我国跨域危机治理有着内在的契合性。依据整体性治理理论,我们应当着力培育为公、为民的跨域公共危机治理理念,建构整体性的机制保障和规范体系,建立常态化的治理机构,型构三元互动的协作治理模式,以促进我国跨域公共危机治理突破碎片化困境,走向整体性治理,实现跨域公共危机的善治。
[Abstract]:The normalization of cross-domain public crisis is an unavoidable public crisis situation in our country at present. Effective governance of cross-domain public crisis is the main topic of public affairs governance in China, but in recent years, in practice, However, there are fragmentation problems in the management of cross-domain public crisis in China, which restrict the effective management of cross-domain public crisis. This paper bases on the situation of cross-domain public crisis and its management practice, combines the theory of risk society, fragmentation theory, By using the methods of literature research, induction and case analysis, the theory of holistic governance is used to analyze the fragmentation dilemma of cross-domain public crisis management in China, to analyze its formation mechanism, and to explore the ways to solve it. Cross-domain public crisis management needs the joint development of the government and its departments, society, market and other forces in different regions or fields. However, in the process of cross-domain public crisis management in China, the problems of fragmentation are exposed. The relevant subjects lack a unified and consistent understanding of the cross-domain public crisis, and the laws and regulations on which they are based tend to be divisional obviously, and to some extent show the local or departmental interests; in terms of authority and resource allocation, In our country, the main bodies of cross-domain public crisis management are distributed in blocks, with different subordination, different powers, various resources scattered in different subjects, insufficient resource sharing, relatively difficult coordination and linkage, and the connection between the government and the society and market forces appears astringent and astringent. Lack of effective integration, lack of coordination in the policy formulation and implementation of cross-regional public crisis management, coherence, and the tendency of "mountainism". The fragmentation dilemma of cross-regional public crisis management in China has restricted its effective solution. Eliminating the cross-regional public crisis is not conducive to social harmony and stability, but also has a negative impact on the image of the government. There are many factors involved in the forming mechanism of our country's cross-region public crisis management falling into fragmentation dilemma. The basic reason is that the governing subject is confined to the non-public interests, and the traditional over-pursuit of the idea of economic development is closed. The administrative culture of exclusion hinders the development of cooperation in concept, the division of departments of cross-domain public crisis management system, the limitation and coordination of communication and coordination, the sharing of resources, Accountability and other related mechanisms have a direct impact on the formation of cross-regional public crisis management fragmentation dilemma. As a new theory in the field of public management at present, the theory of holistic governance has an inherent agreement with our country's cross-domain crisis management. According to the theory of holistic governance, we should focus on cultivating the concept of cross-domain public crisis management for the public and the people. In order to promote the management of cross-domain public crisis in China, we can break through the fragmentation dilemma and move towards holistic governance by constructing a comprehensive mechanism guarantee and normative system, establishing a regular governance organization and a ternary interactive cooperative governance model. To realize the good governance of cross-domain public crisis.
