【摘要】：专业技术类公务员是我国公务员的一部分。专业技术类公务员指机关中从事专业技术工作,履行专业技术职责,为实施公共管理提供专业技术支持和技术手段保障的职位。专业技术类公务员在现代管理中起着至关重要的作用,目前我国专业技术类公务员管理制度在不断建立和完善当中,现行制度造成专业技术类公务员数量欠缺、管理制度缺乏针对性、激励不足和培训缺位等问题。本文从专业技术类公务员的作用入手,阐述专业技术类公务员内涵和特征,揭示专业技术类公务员管理存在的问题,在此基础上提出对专业技术类公务员适用范围的探索和应专业技术类公务员管理制度应注意的问题。
[Abstract]:Professional and technical civil servants are part of the civil servants of our country. Professional and technical civil servants refer to the professional and technical work performed by the organs and the performance of their professional and technical duties. Professional and technical civil servants play a vital role in modern management. At present, the management system of professional and technical civil servants in our country is constantly established and perfected. The present system causes the shortage of the number of professional and technical civil servants, the lack of pertinence of the management system, the lack of incentive and the lack of training, etc. This paper begins with the function of the professional and technical civil servants, and expounds the connotation and characteristics of the professional and technical civil servants. This paper reveals the problems existing in the management of professional and technical civil servants, and on this basis puts forward the exploration of the applicable scope of professional and technical civil servants and the problems that should be paid attention to in the management system of professional and technical civil servants.
