当前影响中国城乡环境利益协调的国情因素及对策

【摘要】：中国特有的国情因素影响着城乡环境利益协调的实现。城乡二元结构导致城乡贫富差距扩大,形成城乡环境二元结构;工业化进程的紧迫性严重阻碍了城乡环境利益协调,身负多责的政府往往无暇顾及城乡环境利益问题;庞大的人口总量严重冲击着城乡环境利益的协调,并且人口集中区与污染严重区高度重合;城乡自然禀赋差异使得城乡发展陷入困局,影响城乡环境利益的协调。因此,要实现城乡环境利益协调就必须消解国情因素的制约,破除城乡二元结构,实现城乡环境治理一体化;控制经济增长"速"与"度",维护城乡环境利益;优化人口空间布局,加强城乡居民环境公平教育;尊重城乡自然禀赋差异,因地制宜取长补短,促进城乡环境利益协调的实现。
[Abstract]:China's unique national conditions affect the realization of the coordination of urban and rural environmental interests. The urban-rural dual structure leads to the widening of the urban-rural gap between the rich and the poor and forms the urban-rural environmental dualistic structure. The urgency of the industrialization process seriously hinders the coordination of urban and rural environmental interests. Governments with more responsibilities often have no time to take into account the environmental interests of urban and rural areas, the huge population seriously impacts the coordination of urban and rural environmental interests, and the population concentration areas are highly consistent with the seriously polluted areas. The difference in natural endowment between urban and rural areas makes the development of urban and rural areas into difficulties and affects the coordination of urban and rural environmental interests. Therefore, in order to realize the coordination of urban and rural environmental interests, we must remove the constraints of national factors and break down the dual structure of urban and rural areas. To realize the integration of urban and rural environmental management, to control the "speed" and "degree" of economic growth, to safeguard the environmental interests of urban and rural areas, to optimize the spatial distribution of the population, to strengthen the education of environmental equity among urban and rural residents, to respect the differences in the natural endowment of urban and rural areas and to make up for each other's shortcomings according to local conditions. Promoting the realization of the coordination of urban and rural environmental interests.
