微博公共领域视角下的政务微博发展思考

【摘要】：“公共领域”一词起源于西方,由哈贝马斯对其概念进行深化和系统的研究,由此开始受到世人广泛关注,关于公共领域的研究与著作更是层出不穷。其理论内涵在跨学科的研究中得以不断外延,并且对不同的学科领域理论内涵的拓展与外延产生了积极影响。随着新的大众传播媒介的不断出现与迅速发展,在资产阶级商业化侵袭下逐渐消失的公共领域,得以凭借微博这个崭新的传播媒介复苏,微博公共领域这种新的公共领域形态开始走入人们的视野。政务微博的诞生,正是在微博公共领域逐渐成形并不断发展这样一个大的背景下,顺应这种发展趋势的体现,同时也是我国民主政治发展的必然结果。政务微博作为微博的一种具体分类,本身具备微博传播的即时性、交互性等一般性特征及内在的公共领域特质,它以微博的语言参与微博世界的讨论,作为公共领域的一部分参与微博公共领域的构建,为微博公共领域在网络时代的发展带来了曙光。本文在微博公共领域视角下考察我国政务微博的存在价值及发展状况,认为政务微博的诞生揭开了我国民主政治在网络信息时代发展的新篇章,政务微博打破以往公共权力强势干预民主空间,从而限制公民言论自由的僵硬局面,以平等、自由的态度参与微博世界的讨论,作为公共领域的一部分参与微博公共领域的构建,对于我国微博公共领域的构建具有规范及引导作用,确保了我国微博公共领域公共性的实现,对于我国民主政治空间的构建具有积极意义,是我国民主政治一大进步。政务微博的发展为中国政治生态系统注入了新的活力,对于推动中国政务公开进程,增强公民的政治认同感,促进中国民主化进程具有重要意义。但是作为政府网络公共管理方式转变的一次尝试,政务微博在构建微博公共领域的过程中还有其自身的局限性,有待我们进一步探索与改进。本文结合跨学科的相关理论对政务微博的理论探索提出自己的见解,以期能在丰富政治学、社会学等相关理论的同时,为政务微博的发展及我国民主政治空间的建设提供一些具有参考性的建议。
[Abstract]:The term "public domain" originated in the West, and Habermas deepened and systematically studied its concept. Studies and works on the public sphere have emerged in endlessly. Their theoretical connotations have been continuously extended in interdisciplinary research. With the emergence and rapid development of new mass media, the public domain gradually disappeared under the attack of bourgeoisie commercialization. With the revival of Weibo, a new medium of communication, the new form of the public sphere, Weibo, began to enter people's horizons. It is under the background of Weibo's gradual formation and continuous development in the public sphere that it conforms to this trend of development and is also the inevitable result of the development of democratic politics in our country. It has the general characteristics of Weibo's communication, such as immediacy and interactivity, as well as the inherent characteristics of the public sphere. It participates in the discussion of the world of Weibo in the language of Weibo, and participates in the construction of the public sphere as a part of the public sphere. It brings the dawn to Weibo's public sphere development in the network age. This paper examines the existence value and development situation of the Chinese government affairs Weibo from the perspective of Weibo's public sphere. It is believed that the birth of political affairs Weibo has opened a new chapter in the development of democratic politics in the network and information age in our country, and the government affairs Weibo has broken the rigid situation of public power intervening in the democratic space in the past, thus limiting the rigid situation of citizens' freedom of speech, so as to achieve equality. A free attitude to participate in the discussion of Weibo's world, as a part of the public sphere, to participate in the construction of the public sphere of Weibo, has a normative and guiding role in the construction of the public sphere of Weibo in our country. It ensures the realization of publicity in the public sphere of Weibo in China, which is of positive significance to the construction of democratic political space in our country and is a great progress of democratic politics in our country. The development of political affairs Weibo has injected new vitality into China's political ecosystem, which has promoted the process of opening up Chinese government affairs and strengthened the citizens' political identity. It is of great significance to promote the process of democratization in China. However, as an attempt to change the mode of government network public management, the government affairs Weibo has its own limitations in the process of constructing the public sphere of Weibo. Further exploration and improvement are needed. This paper puts forward my own views on the theoretical exploration of political affairs Weibo in order to enrich the relevant theories such as politics, sociology and so on, in the hope of enriching the relevant theories, such as political science, sociology and so on. It provides some reference suggestions for the development of government affairs Weibo and the construction of democratic political space in our country.
