部队基层管理软环境建设研究

【摘要】：新世纪新阶段,我军建设面临着世界新军事变革等严峻挑战,经济全球化的快速发展和世界格局环境的变化,给部队的管理带来了许多新的情况、新的特点、新的问题。认真总结和探索新形势下部队管理的方法与艺术,创新管理模式,加强基层管理软环境建设,对提高我军正规化标准、科学化管理水平,高质量的做好军事斗争准备,更好的履行我军的使命任务具有十分重要的意义。本文应用公共管理学、定量分析技术、部队管理原理与方法,对部队基层管理软环境建设问题进行了深入研究,研究过程中,按照提出问题、分析问题、解决问题的思路展开。首先,对国内外软环境建设研究情况进行了综述,对部队基层软环境建设的一些概念及相关原理进行了分析;其次,针对当前基层部队软环境建设的现状和存在的一些问题进行了系统深入的分析;第三、提出了解决当前基层软环境建设中存在问题的对策与建议;最后以某部基层软环境建设为例,对其软环境建设过程中的典型问题进行了剖析,并归纳了该部解决问题的主要经验措施和启示,以验证本文所提出的解决问题的对策和建议的可行性和有效性。通过研究为基层部队软件环境建设提供了理论指导和决策依据,为提高基层部队的战斗力提供了重要支持。
[Abstract]:In the new century and in the new stage, our army is facing severe challenges such as new military changes in the world. The rapid development of economic globalization and the changes in the world pattern and environment have brought many new situations and new characteristics to the management of our troops. New problems. Conscientiously summarizing and exploring the methods and art of army management under the new situation, innovating management models, strengthening the construction of soft environment for grass-roots management, improving the standard of regularization and scientific management of our army, It is of great significance to prepare for military struggle with high quality and to better fulfill the mission of our army. This paper applies public management, quantitative analysis technology, principles and methods of military management. In the course of the research, the problems of soft environment construction in the basic level management of the army are deeply studied. In the course of the research, according to the ideas of raising, analyzing and solving the problems, the paper summarizes the research situation of the soft environment construction at home and abroad. This paper analyzes some concepts and related principles of the construction of soft environment at the grass-roots level of the army. Secondly, it makes a systematic and in-depth analysis of the current situation and problems in the construction of the soft environment at the grass-roots level. Third, The countermeasures and suggestions to solve the problems existing in the construction of soft environment at the grass-roots level are put forward, and the typical problems in the process of the construction of soft environment at the grass-roots level are analyzed, taking the construction of the soft environment at the grass-roots level as an example. In order to verify the feasibility and effectiveness of the countermeasures and suggestions put forward in this paper, this paper provides theoretical guidance and decision basis for the construction of software environment in the basic units. It has provided important support for improving the combat effectiveness of the basic units.
