新公共管理视角下内蒙古民办高等教育发展研究

【摘要】：民办高等教育是我国高等教育重要组成部分。高等教育进入大众化时代，民办高等教育的发展面临难得的机遇，同时也面临一些新的挑战；民办高等教育发展到今天，已经取得了非常难得可贵的成就，打造了一些知名品牌，但是也存在一些不足与缺陷。民办高等教育的发展既要遵循教育自身的规律，也要遵循经济社会发展的客观规律。大力发展民办高等教育，是经济社会发展的内在要求，中国特色社会主义市场经济下的产物，是“科教兴国”和“科技强国”战略的体现，是由人力资源大国向人力资本强国转变的基础。民办高等教育面临的新的挑战，，能否克服这些困难，是民办高等教育健康、合理、科学发展的前提。民办高等教育普遍存在规模小、质量不高、管理混乱、低层次等一些突出问题；这些问题严总困扰和阻碍了民办高等教育进一步发展的步伐。这些问题的存在即有行业自身的原因，也有监管主体——政府的原因。即有外部原因如经济环境、社会环境等，也有内部原因如政策供给、制度选择、利益分配等原因。内蒙古民办高等教育有其自身的特点和问题，要具体问题具体分析，对症下药；内蒙古民办高等教育发展现状要滞后于经济发展水平，同时也落后于全国其他地区；这就决定了内蒙古民办高等教育发展潜力很大，发展前景很好。因此探索内蒙古民办高等教育发展出路和对策成为当务之急。民办高等教育发展受困于政策供给不足，这是民办教育发展最大的瓶颈。因此从公共政策学的角度进行分析和论证，是准确把握与科学分析的基础。
[Abstract]:Private higher education is an important part of higher education in our country. When higher education enters the age of popularization, the development of private higher education faces rare opportunities as well as some new challenges. The development of private higher education should not only follow the law of education itself, but also follow the objective law of economic and social development. Vigorously developing private higher education is the inherent requirement of economic and social development, the product of socialist market economy with Chinese characteristics, and the embodiment of the strategy of "rejuvenating the country through science and education" and "strengthening the country with science and technology". It is the foundation of the transition from a large country of human resources to a powerful country of human capital. Whether or not the private higher education can overcome these difficulties is healthy and reasonable. The premise of scientific development. Private higher education generally has some outstanding problems, such as small scale, low quality, confused management, low level and so on. These problems haunt and hinder the further development of private higher education. The existence of these problems is not only due to the industry itself, but also to the government, the main body of supervision, that is, there are external reasons, such as economic environment, social environment, etc. There are also internal reasons such as policy supply, system choice, benefit distribution and so on. Private higher education in Inner Mongolia has its own characteristics and problems, it should be analyzed concretely, and the current situation of private higher education in Inner Mongolia should lag behind the level of economic development and lag behind the other regions of the country at the same time. This determines that the development of private higher education in Inner Mongolia has great potential and good prospects. Therefore, it is urgent to explore the way out and countermeasures for the development of private higher education in Inner Mongolia. The development of private higher education is beset by insufficient supply of policies, which is the biggest bottleneck in the development of private education. Therefore, it is the basis of accurate grasp and scientific analysis to analyze and demonstrate from the angle of public policy.
