内蒙古公务接待改革探讨

【摘要】：中国公务接待是国家公共管理和公关关系的有机构成之一,是国家党政机关政务、事务、外交的运行载体,体现出党和国家在经济、政治、文化、军事、外事等领域的重大方针,具有中国特色社会主义性质,代表国家礼仪和形象。公务接待对于促进经济文化信息交流,保证党政机关公务活动正常运转有着重要作用。然而目前我国公务接待的现状令人担忧,从建国开始,中央先后下发限制公款吃喝的文件有500多个,各级政府也相继出台了一系列管理制度,但现实中公款吃喝之风屡禁不止,在日常的公务接待中,管理制度执行不严,存在超标准接待、扩大接待范围、支出经费混乱的现象,使得行政成本居高不下。本文以目前引起社会高度关注的公务接待改革为研究对象,以内蒙古公务接待的改革情况为例,对其中存在的问题以及原因进行分析研究,并通过借鉴国内其他地区公务接待改革的经验,探索提出能够推进公务接待改革的新对策。全文共分五章,结构及研究内容如下：引言,主要阐述本文的研究背景,包括研究意义、国内研究现状、研究内容与方法。第一章为公务接待的相关概念和理论基础。第二章为内蒙古公务接待改革现状。第三章为内蒙古公务接待改革中存在的问题及原因。第四章为国内其它地区公务接待改革的经验。第五章为深化内蒙古公务接待改革的对策。
[Abstract]:Official reception in China is one of the organic components of the national public administration and public relations. It is the operating carrier of the government affairs, affairs and diplomacy of the party and government organs of the country. It embodies the party and state in economy, politics, culture and military affairs. Major policies in foreign affairs and other fields are of a socialist nature with Chinese characteristics and represent national etiquette and image. Official reception is of great significance in promoting the exchange of economic and cultural information, It is important to ensure the normal operation of the official activities of the party and government organs. However, the current situation of official reception in our country is worrying. Since the founding of the people's Republic of China, the Central Committee has successively issued more than 500 documents restricting public money to eat and drink. Governments at all levels have also introduced a series of management systems one after another, but in reality, the practice of public money eating and drinking has not stopped. In the daily official reception, the management system is not strictly enforced, and there is a phenomenon of over-standard reception, expansion of the reception scope, and confusion of expenditure. This paper takes the reform of official reception, which has aroused great social concern, as the research object, taking the reform of official reception in Inner Mongolia as an example, analyzes the existing problems and the reasons for the reform. By drawing lessons from the experience of other regions in China, this paper explores and puts forward new countermeasures to promote the reform of official reception. The paper is divided into five chapters, the structure and research contents are as follows: introduction, mainly expounds the research background of this paper. Including the significance of research, domestic research status, The first chapter is the related concepts and theoretical basis of official reception, the second chapter is the present situation of the reform of official reception in Inner Mongolia, the third chapter is the problems and reasons in the reform of official reception in Inner Mongolia. The fourth chapter is about the problems and reasons in the reform of official reception in Inner Mongolia. The fifth chapter is the countermeasures to deepen the reform of official reception in Inner Mongolia.
