【摘要】：正政府形态是政府组织架构与行为方式的表现,政府形态随着政府内部与外部环境的不断变化而变化。传统的政府形态是以官僚制为组织运作基础,从上到下的行政干预是其主要运作方式。随着政治、经济和社会的发展,公共事务越来越复杂,传统的政府机构和运作模式日益落后于实践的需要,面临诸多挑战。20世纪80年代英、美、新西兰等国兴起了"新公共管理运动"和"再造政府运
[Abstract]:The form of the government is the expression of the structure of government organization and the way of behavior. The form of government changes with the constant change of the internal and external environment of the government. The traditional form of government is based on bureaucracy, and the administrative intervention from upper to lower is the main mode of operation. The more complex, the traditional government institutions and operating modes are increasingly lagging behind the needs of practice, facing many challenges in the.20 century in the 80s, Britain, the United States, New Zealand and other countries, which have sprang up the "new public management movement" and "reinventing government transport".
