成都市统筹城乡基本养老保险的案例研究

【摘要】：我国于2000年进入老龄化社会，这意味着我国达到退休年龄的人口占社会总人口的比例升高，养老问题突显。基本养老保险作为解决社会养老问题的最重要手段，却因为户籍、城乡经济发展不平衡等原因在很长一段时间内没有健全和完善。因此在全社会范围内建立和健全基本养老保险成为了我国的当务之急。本文在成都市范围内梳理和研究了建立和健全基本养老保险的相关问题，并且以成都市统筹城乡基本养老保险这一实践作为案例进行梳理和分析。通过制度衔接、养老基金收支、政府职能转变三个角度的研究，提出成都市统筹城乡基本养老保险这一实践的不足和对策以及展望。本文主要通过案例分析法对成都市统筹城乡基本养老保险实践进行分析和研究，把成都市统筹城乡基本养老保险的历史进程进行梳理，并且通过分析和研究，，从公共管理的角度对成都市统筹城乡基本养老保险实践进行评价，提出实践过程中的不足和对策，以期望对成都市乃至全国统筹城乡基本养老保险提供一定的参考意义。本文主要分为五个部分：第一部分提出问题，包括统筹城乡基本养老保险研究的背景和意义、研究方法和研究意义，以及成都市作为研究对象的典型性分析。第二部分把论文相关的概念进行界定，提出论文相关的理论和基本原则。第三部分对成都市统筹城乡基本养老保险实践这一案例进行描述，梳理出案例的提出背景、历史进程、阶段性成果，并且呈现出案例的目的和核心内容及其现状。第四部分通过制度衔接、养老基金收支、政府职能转变三个角度对案例进行分析和研究，并且做出相应的评价。第五部分对案例进行总结，提出在成都市统筹城乡基本养老保险实践过程中的不足和相应的对策，并且对案例进行展望。
[Abstract]:China entered an aging society in 2000, which means that the proportion of people who reach retirement age in the total population of our country has increased, and the problem of old-age support is prominent. Basic old-age insurance as the most important means to solve the problem of social pension, but because of household registration, urban and rural economic development imbalance and other reasons in a very long period of time has not been sound and perfect. Therefore, the establishment and improvement of basic old-age insurance in the whole society has become the urgent matter of our country. This paper combs and studies the related problems of establishing and perfecting basic old-age insurance in Chengdu, and takes the practice of urban and rural basic old-age insurance as an example to sort out and analyze it. Through the study of system convergence, pension fund income and expenditure, and the transformation of government functions, this paper puts forward the deficiency, countermeasures and prospects of the practice of urban and rural basic old-age insurance in Chengdu. This paper analyzes and studies the practice of urban and rural basic old-age insurance in Chengdu by case analysis, combs the historical process of urban and rural basic old-age insurance in Chengdu, and through analysis and research, This paper evaluates the practice of urban and rural basic old-age insurance in Chengdu from the angle of public management, and puts forward the deficiencies and countermeasures in the process of practice, in order to provide some reference significance for Chengdu and even the whole country to plan the basic old-age insurance in urban and rural areas. This paper is divided into five parts: the first part puts forward the questions, including the background and significance of the research on urban and rural basic endowment insurance, research methods and research significance, as well as the typical analysis of Chengdu as the research object. In the second part, the related concepts are defined, and the related theories and basic principles are put forward. The third part describes the practice of urban and rural basic old-age insurance in Chengdu, combing out the case background, historical process, stage results, and presents the purpose and core content of the case and its current situation. The fourth part analyzes and studies the case from three angles of institutional cohesion, pension fund income and expenditure, and the transformation of government functions, and makes corresponding evaluation. The fifth part summarizes the case, puts forward the deficiency and corresponding countermeasures in the practice of urban and rural basic old-age insurance in Chengdu, and looks forward to the case.
