【摘要】：实物地质资料是记录地质特征和地球演化历程最真实、最直接的证据之一。对于同一实物地质资料，，由于采用的工作手段、技术方法、评价标准及使用者认识的不同,得出的结论也有一定差异。随着科技的发展，实物地质资料所能提供的信息越来越丰富，实物地质资料服务作用日益突显，对于实物地质资料服务的研究也越来越受到政府主管部门、企事业单位和社会公众的关注。本次研究是以公共管理理论为指导，运用公共服务和公共产品等基础理论，提出实物地质资料服务的基本内涵。研究中通过分析目前国家实物地质资料馆现状以及国家实物地质资料馆服务的发展历程、服务现状，借鉴国外实物地质资料服务的先进经验，参考省级实物地质资料服务的现有模式，开展了实物地质资料服务需求的调查，分析目前国家实物地质资料服务中存在的问题，并分析了产生的原因。在此研究的基础上，探索性的提出了国家实物地质资料馆服务发展的指导思路、目标任务和服务体系，构建了国家实物地质资料服务的组织体系、服务制度体系、库藏体系、服务技术方法体系、服务公共产品体系，通过服务体系的构建使国家实物地质资料服务更好的满足政府决策、企事业单位和社会公众的服务需求，提高实物地质资料的利用效果，降低投资风险，节约社会资源。
[Abstract]:Physical geological data is one of the truest and most direct evidence to record geological characteristics and the evolution of the earth. For the same physical geological data, the conclusions are different due to the different working methods, technical methods, evaluation criteria and users' understanding. With the development of science and technology, the physical geological data can provide more and more rich information, the function of the physical geological data service is becoming more and more prominent, and the research on the physical geological data service is more and more accepted by the government competent departments. The concern of enterprises and institutions and the public. Based on the theory of public management and the basic theories of public service and public products, the basic connotation of physical geological data service is put forward in this study. Through the analysis of the current situation of the National physical Geological Archive and the development course and service status of the National physical Geological Archive, the advanced experience of the physical geological data service of foreign countries is used for reference. Referring to the existing model of the physical geological data service at the provincial level, the investigation of the demand for the physical geological data service is carried out, the problems existing in the present national physical geological data service are analyzed, and the reasons for the occurrence are analyzed. On the basis of this research, the paper puts forward the guiding idea, the target task and the service system of the National physical Geological Archive Service Development, and constructs the organization system, service system system, storage system of the national physical geological data service. The service technical method system, the service public product system, through the service system construction, the national physical geological data service better satisfies the government decision-making, the enterprise and the public service demand, Improve the use of physical geological data, reduce investment risks, and save social resources.
