公共政策的科学化进程及其反思

【摘要】：政策是现代社会进行社会治理的基本工具,任何工具都内在地具有优化的需求,政策也因此而走上了科学化的道路,到20世纪60年代政策科学运动兴起时,政策工具的科学化与技术化追求达到顶峰。由于政策科学化的进程加大了技术专家对政策过程的影响力,但同时也削弱了公众的地位,这就在政策科学化的同时带来了民主的失落。同时,由于公共政策的科学化只是专注于技术和方法的优化,科学发展反而使得政策远离了现实问题,进而失去了本质意义上的科学性。实际上,科学不能做偏狭的理解,实现科学不是一定要牺牲民主,相反,只有当政策是从多元观点的批判、反思和互动中生发出来时,才能找到真实的政策问题,才能为科学的实现提供可能。
[Abstract]:Policy is the basic tool for social governance in modern society. Any tool has the inherent need for optimization. As a result, the policy has embarked on a scientific path. When the policy science movement began to rise in the 1960s, The scientific and technological pursuit of policy tools has reached its peak. As the process of scientific policy increases the influence of technical experts on the policy process, it also weakens the status of the public, which brings about the loss of democracy while the policy becomes scientific. At the same time, since the scientific nature of public policy is only focused on the optimization of technology and methods, the scientific development makes the policy away from the practical problems, and then loses the scientific nature of the essence. In fact, science cannot be narrowly understood. To realize science is not to sacrifice democracy. On the contrary, the real policy problem can only be found when policies are born out of criticism, reflection and interaction from multiple perspectives. In order to provide the possibility for the realization of science.
