沈阳市政府绩效管理问题及对策研究

【摘要】:提升政府绩效是当代政府管理研究课题的焦点,也是公共管理的永恒的目标追求。政府绩效管理能够更直观、切实无误地反映当前的政府管理状况,及时反射出其管理过程中凸显的问题并及时修正,从而帮助政府更好地改进服务质量、提高管理效能、刷新自身形象,对于优化行政管理模式、深化行政体制改革、促进社会进步及发展具有重要的意义。 自上世纪七十年代绩效管理被顺利应用于西方国家的政府部门并取得良好的效果,其作为降低政府成本、提高政府办事效率及公众满意度的重要工具开始在全世界范围内得到广泛关注,并掀起一股政府管理改革的巨浪。二十世纪九十年代初,中国政府部门开始逐步引入绩效管理,拉开了政府绩效改革的序幕。沈阳市作为全国最早开展政府绩效评估的城市之一,其政府绩效管理模式在绩效评估工作不断实践、逐步改进的过程中稳步推进、逐渐健全,取得了成绩也存在诸多的问题。究其原因,是对绩效管理的理解不到位,也没有对绩效管理的基本前提和流程进行规范化、科学化的设计。 本文在引入阿吉斯教授的绩效管理理论的基础上,立足沈阳市政府绩效管理的实践,分析了其存在的问题,并提出了相应的解决对策。希望可以以此为例,探索经验提供启示,以更好地完善地方政府绩效管理的体系。 除绪论和结论,,全文分为四个部分:第一部分内容涵盖了对绩效、政府绩效、绩效评估、绩效管理等基本概念的界定,以及对阿吉斯教授的绩效管理理论的系统介绍;第二部分立足沈阳市政府绩效管理的实践,回顾其发展的六个阶段,总结了实施效果并提出存在的不足;第三部分运用阿吉斯绩效管理理论对沈阳市政府绩效管理中存在的不足进行了详细的分析;第四部分针对沈阳市政府绩效管理存在的问题提出了完善的建议以及改进的思路。
[Abstract]:Improving government performance is the focus of contemporary government management research, and also the eternal goal pursuit of public management. The government performance management can reflect the current government management situation more intuitively and accurately, reflect the problems in its management process and correct them in time, so as to help the government to improve the service quality and management efficiency. To refresh one's own image is of great significance to optimize the administrative management mode, deepen the reform of administrative system, and promote social progress and development. Since the 1970s, performance management has been successfully applied to government departments in western countries and has achieved good results, as a way to reduce government costs. Important tools to improve government efficiency and public satisfaction have begun to receive worldwide attention and set off a wave of government management reform. In the early 1990s, Chinese government began to introduce performance management, which opened the prelude of government performance reform. As one of the earliest cities in the country to carry out government performance evaluation, Shenyang's government performance management model has been continuously practiced and gradually improved in the process of performance evaluation. The reason is that the understanding of performance management is not in place, and the basic premise and process of performance management are not standardized and scientifically designed. On the basis of introducing Professor Argis's theory of performance management, based on the practice of Shenyang municipal government performance management, this paper analyzes its existing problems and puts forward corresponding countermeasures. It is hoped that we can take this as an example to explore experiences and provide enlightenment to improve the performance management system of local government. In addition to the introduction and conclusion, the paper is divided into four parts: the first part includes the definition of the basic concepts of performance, government performance, performance evaluation, performance management, as well as the systematic introduction of Professor Ages' performance management theory; The second part is based on the practice of Shenyang municipal government performance management, reviews the six stages of its development, summarizes the implementation effect and puts forward the shortcomings; The third part uses Ages performance management theory to analyze the deficiency of Shenyang municipal government performance management in detail; the fourth part puts forward the perfect suggestion and the improvement thought to the Shenyang municipal government performance management question.
