经济一体化背景下广东省内海关机构改革研究

【摘要】：经济—体化是经济全球化的重要表现,是优化区域资源配置,推动经济协调发展的客观要求。如何将经济一体化的国际经验应用到我国经济发展的实践中来,推动我国区域经济的协调发展,是当今我国理论研究与实践发展的前沿课题。广东省作为我国改革开放最早的“窗口”,目前已初步形成全省范围内的经济一体化发展势头。但随着经济一体化进程的深入推进,地域性制度壁垒成为亟待破解的难题。而广东省内海关机构,特别是以直属海关为单元构筑的传统海关组织模式无论在设计理念方面,还是在监管模式、服务效果方面都难以适应当前经济一体化发展的需求,广东省内海关机构改革迫在眉睫。唯有这样,才能彻底打破现行海关区划的限制,解决重复低效建设、海关结构趋同、持续发展能力不强等问题,为区域内海关发展提供全新思路；才能使各海关机构突破地方利益壁垒,主动进行制度整合,从而推动广东经济一体化进入全新发展阶段。鉴于广东省内海关是在现行海关管理制度的总体框架下设计和运行的,本文首先从中国海关特别是广东省内各海关单位的现状入手,努力寻找广东省内海关管理制度与其一脉相承的部分,以及各海关自身特点和不同之处。在此基础上,通过查阅大量资料数据,以科学发展观、整体性治理理论、新公共管理理论和区域经济一体化理论为支撑,分析广东省内海关发展中的“瓶颈”问题,继而有针对性地设计改革海关机构的目标取向和实施方案。本文的创新意图主要表现为：根据区域经济一体化理论和整体性治理理论的要义,结合海关现代化的发展需要,尝试性地提出了“融合现有海关资源”等“四位一体”的广东省内海关机构改革目标定位以及涵括“转变机构设置理念”等三项内容的海关机构改革实施方案,具有较强的思想启迪性和应用操作性。
[Abstract]:Economic globalization is an important manifestation of economic globalization, which is the objective requirement of optimizing the allocation of regional resources and promoting the coordinated development of economy. How to apply the international experience of economic integration to the practice of our country's economic development and promote the coordinated development of our regional economy is the frontier subject of our country's theoretical research and practical development. As the earliest window of China's reform and opening up, Guangdong Province has initially formed the momentum of economic integration in the province. However, with the development of economic integration, regional institutional barriers have become a difficult problem to be solved. However, the customs authorities in Guangdong Province, especially the traditional customs organization model, which is based on the unit of directly affiliated customs, are unable to meet the needs of the current economic integration development in terms of design concept or supervision mode. The reform of customs department in Guangdong Province is urgent. Only in this way can we thoroughly break the limitation of the current customs regionalization, solve the problems of repeated inefficient construction, similar customs structure and weak ability of sustainable development, and provide a new way of thinking for the development of customs in the region. Only by breaking through the barriers of local interests, can the customs agencies take the initiative to carry out system integration, thus promoting Guangdong's economic integration to enter a new stage of development. In view of the fact that the internal customs of Guangdong Province is designed and operated under the general framework of the current customs management system, this paper begins with the current situation of the Chinese customs, especially the customs units in Guangdong Province. Try to find the customs management system in Guangdong Province and the part of its lineage, as well as the customs own characteristics and differences. On this basis, through consulting a large number of data, supported by the scientific development view, the holistic governance theory, the new public management theory and the regional economic integration theory, this paper analyzes the "bottleneck" problems in the development of customs in Guangdong Province. Then, the target orientation and implementation plan of the reform of customs institution are designed pertinently. The innovative intention of this paper is mainly manifested as follows: according to the essentials of the theory of regional economic integration and the theory of holistic governance, combined with the needs of the development of customs modernization, This paper tries to put forward the target orientation of the reform of the customs authorities in Guangdong Province, which includes "integrating the existing customs resources" and "integrating the existing customs resources", as well as the implementation plan of the reform of the customs authorities, which includes the contents of "changing the concept of setting up the Customs institutions". Has the strong thought enlightenment and the application operation.
