我国公私合作的困境与解决对策

【摘要】：随着新公共管理运动的兴起,在企业家政府理论、公共选择理论、有限政府理论的指导下,由政府、私营部门和非营利组织构成的公私合作模式得到广泛运用。公私合作就是政府等公共部门通过与民营部门合作提供公共服务和公共产品的过程,旨在解决政府单一提供公共服务存在的供给不足、效率低下和资源浪费问题。然而,公私合作模式在实际运作中却存在着诸多问题。本文主要通过对我国公私合作存在的问题进行分析,并提出了相应的解决对策。
[Abstract]:With the rise of new public management movement, under the guidance of entrepreneur government theory, public choice theory and limited government theory, the public-private partnership model composed of government, private sector and non-profit organizations has been widely used. Public-private cooperation is the process of providing public services and public goods through cooperation between the government and the private sector, aiming at solving the problems of insufficient supply, inefficiency and waste of resources in the single provision of public services by the government. However, there are many problems in the practical operation of public-private cooperation mode. This paper analyzes the existing problems of public-private cooperation in China, and puts forward the corresponding countermeasures.
