政府部门与企业人力资源激励的对比研究

【摘要】：本文在新公共管理理论的基础上,从政府部门人力资源角度出发,采用对比分析法和归纳法,主要针对薪酬、考核、晋升、培训等各模块在政府部门和企业这两种不同组织中的实施执行情况,通过政府部门激励措施在薪酬、考核、晋升、培训等各模块实际工作中的运用,从激励方式、激励的效果以及激励措施上进行了对比分析,找出政府部门和企业激励机制运行的相同点和不同点,分析以上模块在政府部门中运行存在的问题,发现激励机制在企业运行中的优势,从企业中将可采用的激励措施借鉴到政府部门当中,从而加强政府部门激励的效果,提高工作效能,找出适用于政府部门中的激励措施,加深对政府部门人力资源激励管理体系的认识。
[Abstract]:On the basis of the new public management theory and from the angle of government human resources, this paper adopts comparative analysis method and inductive method, mainly aiming at salary, assessment, promotion, etc. The implementation of training and other modules in two different organizations, government departments and enterprises, through the use of government incentives in the actual work of compensation, assessment, promotion, training and other modules, from the way of incentives, The effect of incentive and incentive measures are compared and analyzed to find out the similarities and differences between government departments and enterprises in the operation of incentive mechanisms, and to analyze the problems existing in the operation of the above modules in government departments. Find out the advantages of the incentive mechanism in the operation of the enterprise, draw lessons from the incentive measures that can be adopted in the enterprise, so as to strengthen the effect of the incentive of the government, improve the working efficiency, and find out the incentive measures suitable for the government. Deepen the understanding of government human resources incentive management system.
