新公共管理与社会服务:香港的案例

【摘要】：自20世纪70年代福利国家危机以来,新右派对社会服务进行市场化改革,以政府购买服务的形式减轻政府财政负担,并以物有所值、问责和顾客为本等新公共管理价值对社会服务购买进行管理,使福利国家转型为管理型国家。不过,新公共管理在社会福利领域的适用性一直存在争论。中国香港在20世纪90年代中期循着类似的思路启动了社会福利津贴制度改革,并建立整笔拨款资助制度。本文以中国香港作为个案,考察新公共管理引导下的政府购买服务对从事社会服务提供的非政府组织在资源和权力方面的影响,并为中国内地的社会建设提供参考。
[Abstract]:Since the welfare state crisis in the 1970s, the New Rightists have carried out market-oriented reforms on social services, reducing the financial burden on the government in the form of government purchases of services, and making good value for money. New public management values, such as accountability and customer orientation, manage the purchase of social services and transform the welfare state into a managed state. However, the applicability of new public management in the field of social welfare has been debated. Hong Kong, China started the reform of social welfare subsidy system and set up a lump-sum subsidy system in the mid-1990s. Taking Hong Kong, China as a case study, this paper examines the influence of government purchase services under the guidance of new public management on the resources and power of non-governmental organizations engaged in providing social services, and provides a reference for the social construction in mainland China.
