湖南省旅游房地产发展中的政府管理研究

【摘要】:旅游房地产是“旅游”与“房地产”相结合的产物,在国外大都以分时度假或第二居所的概念出现,国外的分时度假发展较早且相对成熟,其研究也已经形成相对完整的系统,且研究方法多样化,研究视角多元化。我国旅游房地产萌芽于20世纪90年代,凭借着政策导向性和资源稀缺性优势,已成为旅游业与房地产业共同关注的新的热点。国内关于旅游房地产的理论研究主要集中在概念、类型、开发模式、存在的问题和对策以及前景预测等方面,诸多成熟的理论和观点,构成了当前旅游房地产理论的重要组成部分,同时作为新兴的边缘学科,尚存在概念界定的模糊性、研究方法的片面性和研究内容的局限性等问题。在区域研究方面,湖南省旅游房地产的研究目前还很少。本研究对于进一步完善湖南省旅游房地产发展体系具有一定的理论意义和实践意义。 本研究以湖南省旅游房地产发展中的政府管理为对象,尝试从公共管理的视角,参考国内外现有的研究成果,构建论文的理论框架;基于SWOT分析方法,对湖南省旅游房地产的发展条件和现状进行分析,,依此预测其发展趋势;借鉴国内外典型模式,从巴厘岛和济州岛两种不同模式、深圳华侨城和海南国际旅游岛两个发展典范,借鉴经验和得到启示;结合省内开发实例,实地调研长沙梅溪湖和凤凰古城两个不同开发模式的项目,总结其经验和存在的不足;分析湖南省旅游房地产发展中存在的主要问题及产生问题的原因;最后从法治、行业管理规范、可持续发展道路、模式与产品创新、文化保护与开发、配套服务与保障体系等六个方面提出相应的管理建议。
[Abstract]:Tourism real estate is the product of the combination of "tourism" and "real estate". In foreign countries, the concept of timeshare or second residence appears mostly. The time-sharing vacation in foreign countries developed earlier and matured relatively, and its research has formed a relatively complete system. And the research method is diversified, the research angle of view is diverse. China's tourism real estate sprouted in the 1990s. With the advantages of policy orientation and resource scarcity, tourism and real estate industry have become a new focus of common concern. Domestic theoretical research on tourism real estate mainly focuses on the concept, type, development model, existing problems and countermeasures, as well as prospect prediction, and many mature theories and viewpoints. It constitutes an important part of the current tourism real estate theory, and as a new frontier subject, there are still some problems such as the ambiguity of the concept definition, the one-sidedness of the research method and the limitation of the research content, etc. In the area of regional research, Hunan Province tourism real estate research is still very little. This study has certain theoretical and practical significance for further improving Hunan tourism real estate development system. This research takes the government management in Hunan province tourism real estate development as the object, tries to construct the theoretical framework of the paper from the perspective of public management, referring to the existing research results at home and abroad, based on the SWOT analysis method, This paper analyzes the development conditions and present situation of tourism real estate in Hunan Province, predicts its development trend according to this, draws lessons from the domestic and foreign typical models, from Bali and Jeju Island two different models, Shenzhen overseas Chinese Town and Hainan International Tourism Island two development models, Draw lessons from the experience and get inspiration, combining with the development examples in the province, investigate and research the projects of two different development models of Meizhou Lake and Phoenix ancient city in Changsha, sum up their experiences and shortcomings; This paper analyzes the main problems existing in the development of tourism real estate in Hunan Province and the causes of the problems, finally, from the perspective of the rule of law, industry management norms, the road of sustainable development, the innovation of models and products, the protection and development of culture. Corresponding management suggestions are put forward in six aspects, such as supporting service and security system.
