济南城市交通问题与对策研究

【摘要】：济南市作为山东省会、环渤海经济圈的重要城市，近年来经济社会保持着持续高速的发展态势，城市化进程也在不断加快。同时，城市人口高度集聚，也带来了一系列的问题，如资源的短缺、环境恶化、居住问题、就业问题等等。这其中最为显著的问题之一就是交通问题。人口集聚带来了大量的交通出行，但城市交通的规划、建设、管理却相对滞后。目前，我国的大城市几乎都面临着交通拥堵问题的困扰。在这样的背景下，本文经过分析济南城市交通问题现状和产生的原因，以新公共管理的视角，通过借鉴国内外先进国家城市解决交通问题的有效经验，从城市功能定位、交通战略制定、空间布局安排、完善道路网规划、加强公共交通发展和停车系统建设、健全交通管理等方面，提出了积极有效的应对城市交通问题的措施方法。 论文一共有五章，第一章为绪论部分，介绍了研究的背景、目的及国内外相关情况等。第二章为基础理论部分，，着重介绍了城市交通相关理论、特点及新公共管理理论。第三章至第五章为论文的主体部分。第三章着重介绍了济南城市交通现状，分析了其问题及成因；第四章介绍了国内外解决交通问题的有效措施和方法。第五章从城市定位及交通发展战略、城市空间布局及土地利用、道路网系统规划、发展公共交通等多个方面提出推动济南交通发展，解决交通问题的对策建议。
[Abstract]:Jinan, as the capital of Shandong Province, is an important city around the Bohai Sea Economic Circle. In recent years, the economic society has maintained a sustained and high-speed development trend, and the process of urbanization is also accelerating. At the same time, the high concentration of urban population also brings a series of problems, such as the shortage of resources, environmental degradation, housing problems, employment problems and so on. One of the most prominent problems is the traffic problem. Population agglomeration brings a lot of traffic, but the planning, construction and management of urban transportation lag behind. At present, the big cities in our country are almost faced with the problem of traffic congestion. Under this background, this paper analyzes the present situation and causes of Jinan's urban traffic problems, from the perspective of new public management, through the reference of the effective experience of the advanced countries at home and abroad to solve the traffic problems, from the city function positioning. In this paper, traffic strategy formulation, space layout arrangement, road network planning, public transportation development and parking system construction, traffic management are strengthened, and active and effective measures to deal with urban traffic problems are put forward. There are five chapters in this paper. The first chapter is the introduction, which introduces the background, purpose and related situation at home and abroad. The second chapter is the basic theory part, focusing on the urban traffic related theory, characteristics and new public management theory. The third to fifth chapters are the main part of the thesis. The third chapter mainly introduces the present situation of Jinan urban traffic, analyzes its problems and causes, and the fourth chapter introduces the effective measures and methods to solve the traffic problems at home and abroad. The fifth chapter puts forward the countermeasures and suggestions to promote Jinan traffic development and solve traffic problems from the aspects of urban positioning and traffic development strategy, urban spatial layout and land use, road network system planning, development of public transport and so on.
