阳江市校车安全管理研究

【摘要】：校车的出现极大地方便了学生在学校与家庭之间的往返，但接二连三的校车安全事故不仅暴露出校车安全管理工作中存在着诸多不可忽视又急需解决的问题，还给我们交通安全管理工作敲响了警钟。国家已有比较规范的校车技术安全标准，相关的保障性规定陆续出台，但中国地域广阔，各地的思想认识、文化传统和经济基础大不相同，对校车的安全管理理解和执行也不尽相同，为了保障学生的生命安全，针对当地的实际情况加强对校车的安全管理，刻不容缓。 论文运用公共管理理论，采用文献回顾、对比研究、个案研究法等方法对阳江市校车安全管理进行实证研究。文章基本结构采用现状描述、分析问题、实证分析和提出解决意见的思路进行。通过对我国校车安全管理现状及分析、阳江市校车安全管理分析以及国内外校车安全管理特点与借鉴，探寻阳江市校车安全管理对策。本文目的在于探寻安全可行的校车管理对策，为广大学生的生命安全保驾护航，为教育经济发展服务，为社会和谐发展服务。 对于校车安全管理，除了校车质量问题需要国家制定安全技术标准，还需要国家制定完善的法律法规，给予足够的财力保障和特殊的行驶权，保障校车安全管理有法可依。对于校车的地方管理，关键还得靠政府及时到位，强有力地介入，建立校车安全管理协调机制，明确安全责任，加强监督管理。首先，政府需要及时归位，，制定实施办法，建立监督制度，加强管理指导。其次，学校需要确定校车服务方案，落实安全责任，提高服务意识，加强安全教育。再次，社会建立监督机制，引领舆论导向，营造关爱校车的氛围。最后，家庭需要加大对儿童教育的力度，培养儿童的交通安全意识。校车安全管理不是关系某一个角色的简单问题，影响校车安全管理的因素复杂，而且涉及政府、学校、社会和家庭等不同方面，要从不同层次加以管理落实，形成法制化、规范化、系统化、专业化的管理体系。
[Abstract]:The appearance of the school bus greatly facilitates the students to and from the school and the family, but the successive safety accidents of the school bus not only expose many problems which can not be ignored but also need to be solved in the school bus safety management work. It also sounded the alarm bell for our traffic safety management. The country has already established relatively standard standards for the technical safety of school buses, and the relevant regulations on support have been issued one after another. However, China has a vast territory, and the ideological understanding, cultural traditions and economic basis of various places are very different. The understanding and execution of school bus safety management are also different. In order to ensure the safety of students, it is urgent to strengthen the safety management of school bus according to the local actual situation. This paper uses the theory of public management, literature review, comparative study, case study and other methods to carry out an empirical study on the safety management of school bus in Yangjiang City. The basic structure of the paper is to describe the current situation, analyze the problems, analyze empirically and put forward the ideas to solve the problem. By analyzing the present situation and analysis of the safety management of school bus in our country, analyzing the safety management of school bus in Yangjiang city and the characteristics and reference of safety management of school bus at home and abroad, this paper probes into the countermeasures of safety management of school bus in Yangjiang city. The purpose of this paper is to explore the safe and feasible management countermeasures of school buses, to protect the lives of students, to serve the development of education and economy, and to serve the harmonious development of society. For the safety management of school bus, in addition to the quality problem of school bus, the country needs to formulate the safety technical standard, but also need the country to make perfect laws and regulations, to give sufficient financial security and special driving right, to ensure the school bus safety management has legal basis. For the local management of school bus, the key still depends on the government to put in place in time, to intervene forcefully, to establish the coordination mechanism of school bus safety management, to make clear the safety responsibility, and to strengthen the supervision and management. First of all, the government needs to return in time, formulate implementation measures, establish a supervisory system, and strengthen management guidance. Secondly, the school needs to determine the school bus service program, implement safety responsibility, improve service awareness, and strengthen safety education. Thirdly, the society establishes the supervision mechanism, leads the public opinion guidance, and builds the atmosphere of caring for the school bus. Finally, families need to strengthen the education of children, train children's awareness of traffic safety. School bus safety management is not a simple problem related to a certain role. The factors affecting school bus safety management are complex, and it involves different aspects such as government, school, society and family. It should be managed and implemented from different levels to form a legal system. Standardized, systematic and professional management system.
