人才测评方法在我国公务员考试录用中的应用研究

【摘要】:公务员考试录用是考察录用公务员的基础,其意义重大,在公务员考录工作中用到的人才测评方法则是保证所选公务员质量的关键。然而如今,我国的公务员考录工作中的人才测评方法仍存在一些问题。 本文对人才测评方法在我国公务员考试录用中的应用进行了研究,随着报考公务员的人数日益增多,国家公务员的队伍不断增大,怎样从这数以万计的庞大队伍中选拔出适合国家公务员队伍的人才便成为一个重要的课题。现如今我国在这方面还存在着测评方法的理论研究相对滞后、技术相对薄弱、应用过于单一缺乏科学性、测评专业人才匮乏和监督机制相对薄弱等问题,这就使得这一课题的研究成为必然。 本文立足点是我国的国情,对我国公务员考试录用中使用人才测评方法的现状进行研究,通过对我国公务员考试录用人才测评方法的发展的描述,找出我国公务员考试录用中使用人才测评方法存在的问题,进而对这些问题进行原因分析。然后通过借鉴国外公务员考录中人才测评方法应用的理论和实践提出一些合理化解决问题的对策,将人才测评方法在公务员考试录用中的应用进行规范,使得公务员的队伍能有健康的发展,最终达到提升我国政府公共服务与公共管理的能力和水平的目的。
[Abstract]:The examination and employment of civil servants is the basis of the examination and recruitment of civil servants, which is of great significance. The method of talent evaluation used in the examination and recruitment of civil servants is the key to ensure the quality of the selected civil servants. However, there are still some problems in the assessment of civil servants. This paper studies the application of the talent evaluation method in the examination and employment of civil servants in China. With the increasing number of civil servants applying for the examination, the national civil servants' ranks are increasing. How to select talents suitable for the national civil service from these tens of thousands of large ranks has become an important subject. At present, there are still some problems in this aspect in our country, such as the relative lag of the theoretical research on the evaluation method, the weakness of the technology, the lack of scientific nature of the application, the lack of qualified personnel and the relative weakness of the supervision mechanism, etc. This makes the research of this subject inevitable. This paper is based on the national conditions of our country. This paper studies the present situation of the talent evaluation method used in the examination and employment of civil servants in our country, and describes the development of the evaluation method of the civil servant examination recruitment talent in our country. This paper finds out the problems existing in using the method of talent evaluation in the examination and employment of civil servants in our country, and then analyzes the causes of these problems. Then, by drawing lessons from the theory and practice of the application of the talent evaluation method in the examination of foreign civil servants, the author puts forward some reasonable countermeasures to solve the problem, and standardizes the application of the talent evaluation method in the examination and employment of civil servants. So that the civil servants can have a healthy development, and finally achieve the purpose of improving our government's ability and level of public service and public management.
