三亚市公共服务外资利用问题研究

【摘要】：国家实行海南国际旅游岛规划以来,三亚市作为海南省知名度最大的旅游城市实现了高速的发展,随着经济的发展,大众对三亚市公共服务的需求也出现了快速增长的势头,民众日渐增长的公共服务需求与其供给发展缓慢的矛盾日益突出。为解决这个问题,根据三亚市自身的特点,有效地利用外资发展公共服务,加快提高三亚市的公共服务供给水平势在必行。论文以公共选择理论、新公共管理理论和治理理论为基础,分别从我国和三亚市的层次研究分析公共服务领域利用外资的现状及挑战的情况,总结出其高效发展的核心动力是积极深化我国公共服务市场化改革的结论,提出公共服务领域高效利用外资发展的应对措施,为政府改善公共服务提供借鉴。论文研究共分四个部分：第一部分是公共服务外资利用的理论基础与现实要求,论述了公共服务市场化和外资利用的相关概念和理论基础,分析了公共服务外资利用的现实要求；第二部分是公共服务外资利用的现状与成效,分别从全国和三亚市的角度分析了公共服务利用外资的现况与成效；第三部分是公共服务外资利用存在的主要问题及问题产生的根源,分别从全国和三亚市的角度分析了普遍存在的问题和制约因素；第四部分是促进公共服务外资利用高效发展的对策建议,提出继续深化我国公共服务市场化改革的对策和促进三亚市公共服务外资利用高效发展的对策建议。
[Abstract]:Since the implementation of the Hainan International Tourism Island Plan, Sanya, as the most well-known tourist city in Hainan Province, has achieved rapid development. With the development of the economy, the public demand for public services in Sanya City has also shown a rapid growth momentum. The contradiction between the increasing demand for public services and the slow development of its supply is increasingly prominent. In order to solve this problem, according to the characteristics of Sanya City, it is imperative to utilize foreign capital effectively to develop public service and improve the supply level of public service in Sanya City. Based on the theory of public choice, the theory of new public management and the theory of governance, this paper analyzes the current situation and challenges of the utilization of foreign capital in the field of public service from the levels of our country and Sanya City, respectively. The conclusion that the core motive force of its efficient development is to deepen the market-oriented reform of public service in China is summarized, and the countermeasures for the efficient utilization of foreign capital in the field of public service are put forward to provide reference for the government to improve the public service. The thesis is divided into four parts: the first part is the theoretical basis and practical requirements of the utilization of foreign capital in public service, and discusses the relevant concepts and theoretical basis of the marketization of public service and the utilization of foreign capital. This paper analyzes the practical requirements of the utilization of foreign capital in public service. The second part is the current situation and effect of the utilization of foreign capital in public service, and analyzes the current situation and effect of the utilization of foreign capital in public service from the point of view of the whole country and Sanya City. The third part is the main problems existing in the utilization of foreign capital in public service and the root causes of the problems, respectively from the point of view of the whole country and Sanya City, the common problems and constraints are analyzed. The fourth part is the countermeasures and suggestions to promote the efficient development of the utilization of foreign capital in public service, and put forward the countermeasures to deepen the market-oriented reform of public service in China and to promote the efficient development of foreign capital in public service in Sanya City.
