变革时代基于行动主义的合作治理——兼评张康之《为了人的共生共在》

【摘要】：全球化、后工业化带来的是人类社会的一场深刻的社会变革,清醒地认识这一点才不会因为既存的社会及其治理模式还有一定的腾挪空间而放弃改革的追求,才可能真正理解新时代中国特色社会主义建设面临的形势,坚定改革道路。在全球化、后工业化背景下,面对全球风险和危机事件频发的困扰,人类的共生共存在各国社会治理中成为最具有根本性的主题。各国学者在对主流公共行政的反思与批判中,开始把社会治理行动置于视域中心。中国学者更是积极转向行动主义建构方案的尝试,在本土化实践积累和探索中,为寻找中国全面改革开放的合作治理行动路径做出了努力。张康之《为了人的共生共在》(人民出版社2016年版)基于全球化、后工业化进程中的高度复杂性和高度不确定性条件,全面论述了合作治理的行动主义纲领。
[Abstract]:Globalization and post-industrialization have brought about a profound social transformation in human society. It is only by realizing this soberly that we will not give up the pursuit of reform because the existing society and its governance model still have some room to move. It is possible to truly understand the situation facing the construction of socialism with Chinese characteristics in the new era and to strengthen the road of reform. Under the background of globalization and post-industrialization, in the face of frequent global risks and crisis events, the co-existence of human beings has become the most fundamental theme in the social governance of all countries. In the reflection and criticism of mainstream public administration, scholars of various countries begin to put the action of social governance at the center of view. Chinese scholars actively turn to the construction of activism and make great efforts to find the cooperative action path of China's comprehensive reform and opening up in the process of localization practice accumulation and exploration. Zhang Kangzhi's "the Co-existence for Man" (people's Publishing House 2016) based on the high complexity and high uncertainty in the process of globalization and post-industrialization, this paper comprehensively discusses the action program of cooperative governance.
