深圳市医务社工服务项目实施现状与发展对策研究

【摘要】：当前,我国医疗环境复杂,医患问题越来越突出,医疗卫生改革已迫在眉睫,而传统的生物医学模式已经越来越不能适应当今社会的发展,医疗改革迫切地需要新的医学模式-现代生物-心理-社会医学模式。该模式灌注了人本主义精神,对患者充满了人文关怀,也引发了政府、医疗卫生领域、患者以及其他相关领域对医务社会工作服务的关注。本文以深圳市龙岗区医务社工实施情况为例,从公共管理的角度,通过查阅相关文献综述,阐述了社会工作、医务社会工作、医务社会工作者、社会公共服务等核心概念；并对公共产品供给理论、有限政府与服务型政府、治理理论等相关理论的做出阐述,揭示上述理论对深圳市医务社工服务项目的启示。随机选取了深圳市龙岗区已派驻医务社工的4家医疗机构的医务人员和患者为调查对象,进行抽样调查。通过实证分析,了解深圳市龙岗区医务社会工作的实施情况,从而揭示影响医务社工服务成效的原因,从管理学的角度出发,以政府、医院、患者、医务社工4个不同主体的角度分析影响服务成效原因所在。同时借鉴发达国家和地区医务社工服务项目建设经验,从中汲取有益经验,从体制机制、组织结构、管理手段等方面出发,进一步提出加强和创新医务社会工作的启示,提出具有可行性、可操作性的相应的对策与建议。
[Abstract]:At present, the medical environment in our country is complex, the problems between doctors and patients are more and more prominent, the medical and health reform is imminent, and the traditional biomedical model has become more and more unable to adapt to the development of today's society. Medical reform urgently needs a new medical model-modern biology-psychology-social medicine model. This model not only infuses humanism spirit, but also causes the government, the medical and health field, the patient and other related fields to pay attention to the medical social work service. Taking the implementation of medical social workers in Longgang District of Shenzhen City as an example, from the perspective of public administration, this paper expounds the core concepts of social work, medical social workers and social public service by consulting relevant literature. It also expounds the theory of public product supply, limited government and service-oriented government, governance theory and so on, and reveals the enlightenment of the above theory to the service project of medical social workers in Shenzhen. The medical staff and patients of 4 medical institutions in Longgang District of Shenzhen City were randomly selected for sampling investigation. Through the empirical analysis, to understand the implementation of medical social work in Longgang District of Shenzhen City, so as to reveal the reasons that affect the effectiveness of medical social work services, from the perspective of management, to the government, hospitals, patients, Four different subjects of medical social workers analyze the reasons that affect the effectiveness of the service. At the same time, draw lessons from the experience of medical social work service project construction in developed countries and regions, draw useful experience from it, and put forward the enlightenment of strengthening and innovating medical social work from the aspects of system mechanism, organization structure, management means, etc. The corresponding countermeasures and suggestions with feasibility and maneuverability are put forward.
