鲁中强制隔离戒毒所人力资源管理研究

【摘要】:2008年7月1日《中华人民共和国禁毒法》的颁布实施,标志着我国新的戒毒体系的确立。强制隔离戒毒正是这一戒毒体系中极其重要的一种戒毒措施。根据《禁毒法》的规定,此前公安部门的强制戒毒和司法行政部门的劳教戒毒整合为强制隔离戒毒;原有的强制戒毒所和劳教戒毒所统一转为强制隔离戒毒所。山东省鲁中强制隔离戒毒所正是在这样的背景下建立起来的山东省内第一所男子强制隔离戒毒所。 强制隔离戒毒作为一种新兴的戒毒模式,在法制形态上体现了集戒毒、治疗、劳动、康复、就业一体化的新理念,因此在工作理念、执行模式、工作重点等方面都有自己特定的要求,这些是摆在强制隔离戒毒所面前的新课题。要做好新时期强制隔离戒毒工作,关键是拥有一支高素质、能够担当重任的、经得起考验的司法行政警察队伍。开展绩效管理,建立科学、有效、规范的人力资源管理体系,是加强强制隔离戒毒机关警察队伍建设的出发点和落脚点。 本文运用公共管理、人力资源管理等理论知识,应用文献阅读、社会调研、比较研究的方法,从现代人力资源管理的视角,观察和分析鲁中强制隔离戒毒所人力资源管理的现状,并运用人力资源管理的基础理论进行具体分析,找出了现行的体制中存在的不足,主要包括:人力资源规划、绩效管理、对青年民警的管理、心理戒治队伍的建设等方面的问题,并进一步探究产生问题的原因,结合实际提出了一些有针对性的措施和政策建议。 本文重点对鲁中强制隔离戒毒所的人力资源管理引入科学的绩效管理体系,建立有效的激励机制进行了讨论,以达到最大限度提高戒毒所行政效率和行政能力的目的。对照我国现行的公务员职级制度和《中华人民共和国人民警察警衔条例》的相关规定,本文建议将强制隔离戒毒所的警察进行科学分类管理,并建立相关任职和分类制度。试想将戒毒所警察划分为行政管理类和专业技术类两大类,并根据分类制定了这两类警察的任职资格和晋升标准以及在待遇方面应遵循的原则。
[Abstract]:The promulgation and implementation of the Drug Control Law of the people's Republic of China on July 1, 2008 marks the establishment of a new detoxification system in China. Compulsory isolation is one of the most important detoxification measures in this detoxification system. According to the provisions of the Drug Control Law, the former compulsory detoxification by the public security departments and the rehabilitation through re-education through labour by the judicial administrative departments were integrated into compulsory isolation detoxification; the original compulsory drug treatment centers and reeducation through labour centers were unified into compulsory isolation drug treatment centers. Shandong Luzhong compulsory isolation drug treatment center was set up under such a background in Shandong Province, the first male compulsory isolation drug treatment center. As a new mode of detoxification, compulsory and isolated detoxification embodies a new concept of integration of detoxification, treatment, labor, rehabilitation and employment in the form of legal system. Therefore, in the concept of work, the mode of execution, The focus of work has its own specific requirements, these are the new subject in front of compulsory isolation rehabilitation center. In order to do a good job of compulsory isolation and detoxification in the new period, the key is to have a contingent of judicial administrative police with high quality, be able to bear heavy responsibilities and stand the test. To develop performance management and establish scientific, effective and standardized human resource management system is the starting point and destination of strengthening the construction of police force in compulsory isolation detoxification institutions. This paper applies the theories of public management, human resource management, literature reading, social investigation and comparative research, from the perspective of modern human resource management. By observing and analyzing the current situation of human resource management in the compulsory isolation and detoxification center in Luzhong, and using the basic theory of human resource management, the author finds out the shortcomings of the current system, including: human resource planning, performance management, etc. This paper discusses the management of young police and the construction of psychological rehabilitation team, and further explores the causes of the problems, and puts forward some targeted measures and policy suggestions combined with the actual situation. This paper focuses on the introduction of scientific performance management system and the establishment of effective incentive mechanism to the human resource management of compulsory isolation and detoxification centers in Luzhong, so as to maximize the administrative efficiency and administrative ability of drug treatment centers. In comparison with the current civil servant rank system and the regulations of the people's Republic of China on the ranks of the police, this paper suggests that the police officers in the compulsory isolation and drug treatment centers should be managed scientifically and the relevant post and classification systems should be established. In this paper, the police officers in the drug treatment center are divided into two categories: administrative management and professional technology. According to the classification, the qualification and promotion criteria of these two types of police officers and the principles to be followed in the treatment of the two police officers are established.
