工务部门政府投资集中项目管理模式研究

【摘要】:政府投资项目使用公共资金,为社会公众提供公共产品或服务,其管理绩效问题关系重大。传统政府投资项目建设模式存在建管不分、过程割裂、组织管理脱节等弊端,无法满足新形势下的政府投资项目管理要求。近年来各地的集中代建制改革试点实践,实现了政府投资项目的建管分离和专业化管理,是未来管理改革的趋势。项目管理改革趋向集中管理模式后,作为一个地区的政府投资项目集中管理主体(即工务部门),肩负着提升政府投资项目管理绩效、促进当地经济社会发展的重任。而组织形式是实现组织目标的重要影响因素,因此探索集中管理机构(工务部门)的组织形式设计,提出设置科学、行之有效的项目管理组织模型,全面提升政府投资项目管理的绩效水平,是项目管理研究领域非常具有现实意义的重要课题,也是当前建设领域迫切的实践需要。 针对上述问题,论文从我国当前政府投资项目集中管理改革实践和典型集中管理机构(工务部门)现状出发,,研究了项目管理绩效和组织机构绩效两个影响组织形式设计的关键因素,指出构建集中管理目标体系、实行项目全生命周期及集成管理,是全面提升管理水平和改善管理绩效的有效对策。 论文首先提出构建政府投资项目集中管理的目标体系,分成基本目标层、系统目标层、长远目标层3个有机递进层次,为组织形式提供明确的目标导向;其次,按照项目全生命周期管理要求,对管理流程进行集成再造,明确基于过程管理的流程控制组织设计,即设立项目全生命周期管理小组;然后,通过对项目管理过程中的信息流分析,形成政府集中管理系统的组织框架,建立基于共同语言和统一协调平台的项目集中管理系统;最后,统筹项目管理和组织管理的双重需求,并结合政府机构组织设计必须考虑的目的性原则、组织制衡原则、合理授权和分权等原则,创新提出项目集中管理机构(工务部门)的混合式集成组织结构方案。 通过上述研究,论文形成了以下创新点:一是将政府公共管理绩效评价体系引入政府投资项目管理目标分析,为政府项目集中管理机构(工务部门)的组织设计提供理论参考。二是构建政府项目集中管理的目标体系,全面考虑项目集中管理的需要,为项目集中管理机构(工务部门)的组织设计提供系统模型。
[Abstract]:Government investment projects use public funds to provide public goods or services. The traditional construction mode of government investment projects is not divided into construction management, process separation, organizational management disconnect and so on, which can not meet the requirements of government investment project management under the new situation. In recent years, the pilot practice of centralized agent system reform has realized the separation of construction and management and specialized management of government investment projects, which is the trend of management reform in the future. After the reform of project management tends to centralized management mode, as the main body of centralized management of government investment projects in a region (that is, public works department), it shoulders the important task of improving the performance of government investment project management and promoting the development of local economy and society. The organizational form is an important influencing factor to achieve the organizational goal. Therefore, the paper explores the organizational form design of the centralized management organization (public works department), and puts forward a scientific and effective project management organization model. To improve the performance level of government investment project management is an important topic of practical significance in the field of project management. It is also an urgent practical need in the field of construction. In view of the above problems, the paper proceeds from the reform practice of centralized management of government investment projects and the current situation of typical centralized management organizations (public works departments) in our country. This paper studies the two key factors of project management performance and organizational performance that affect the design of organizational form, and points out that the construction of centralized management target system, the implementation of project life cycle and integrated management, It is an effective countermeasure to improve management level and management performance. Firstly, the paper proposes to construct the target system of centralized management of government investment projects, which can be divided into three organic progressive levels: basic goal level, system goal layer and long-term goal level, which can provide clear goal orientation for organizational form. Secondly, according to the requirements of project life cycle management, the management process is integrated and reengineering, and the process control organization design based on process management is made clear, that is, to set up the project life cycle management group; Then, through the analysis of the information flow in the process of project management, the organizational framework of the centralized government management system is formed, and the project centralized management system based on common language and unified coordination platform is established. Finally, the dual needs of project management and organizational management are combined with the principles of purpose, organization balance, reasonable authorization and decentralization, which must be considered in the organizational design of government agencies. Innovates the project centralized management organization (the public works department) the hybrid integrated organization structure plan. Through the above research, the paper has formed the following innovation points: first, the government public management performance evaluation system is introduced into the government investment project management objective analysis, provides the theory reference for the government project centralized management organization (public works department) organization design. The second is to construct the target system of the centralized management of government project, consider the need of the centralized management of the project in an all-round way, and provide the system model for the organization design of the project centralized management organization (public works department).
