中美食品安全监管的比较研究

【摘要】:近年来,我国食品安全事件频发。如何监管好食品安全,已成为衡量政府社会管理水平的重要指标之一。美国的食品安全管理处于全球领先水平,本文运用公共管理的相关理论,就中美两国的食品安全监管进行比较分析,找出我国食品安全监管中存在的不足及其原因,进而提出相应的对策建议。 本文主要从食品安全监管的主体、监管的行政手段、食品安全法律体系构成、监管的技术手段等四个方面与美国进行对比分析,发现我国食品安全监管存在的不足主要表现在:监管系统层级管理不一致、对政策执行力度不一致;在广大的农村地区,存在监管真空情况;许多食品缺少标准、某些食品标准混乱;检验检测技术落后,缺乏速检的方法和手段;监管方式单一等。这些不足的存在直接影响到我国食品安全监管的效果。完善我国食品安全监管的关键就是针对这些问题寻找可行的对策。 本论文主要由三部分内容构成。一是中美两国食品安全监管的比较;二是从比较中找出我国在食品安全监管中存在的不足及原因分析;三是完善我国食品安全监管的对策建议。
[Abstract]:In recent years, food safety incidents occur frequently in China. How to supervise food safety has become one of the important indicators to measure the level of government social management. The food safety management in the United States is in the leading level in the world. This paper makes a comparative analysis of the food safety supervision in China and the United States by using the relevant theories of public administration, and finds out the shortcomings and causes of the food safety supervision in China. Then put forward the corresponding countermeasures and suggestions. This paper compares and analyzes with the United States the main body of food safety supervision, the administrative means of supervision, the composition of food safety legal system, the technical means of supervision and so on. It is found that the deficiencies of food safety supervision in our country are mainly reflected in: inconsistent management at the level of regulatory system and inconsistent enforcement of policies; In the vast rural areas, there is a regulatory vacuum; many food products lack of standards, some food standards are confused; the technology of inspection and detection is backward and lacks the methods and means of rapid inspection; the mode of supervision is single, and so on. The existence of these deficiencies directly affects the effect of food safety supervision in China. The key to improve food safety supervision in China is to find feasible countermeasures against these problems. This thesis consists of three parts. The first is the comparison between China and the United States on food safety supervision; the other is to find out the shortcomings and causes of food safety supervision in China from the comparison; third, to perfect the countermeasures and suggestions of food safety supervision in China.
