沈北新区政府人员准入退出创新模式研究

【摘要】:本文选取沈阳市沈北新区政府作为研究主体,重点对新区政府人员的准入和退出模式进行系统的总结分析,查找不足。通过研究,力求解决新区政府不同身份人员管理的障碍和矛盾,提升政府行政效能,建立最优化的全新准入、退出模式,为沈阳其它县区乃至更广范围内的基层政府提供相关操作办法和经验。 沈北新区是辽宁省干部人事制度改革的先锋和典型,但随着改革的不断深化,也产生了大量新的矛盾和问题亟待解决。新区所呈现出的传统人事管理体制与新体制并存,管理模式多样化、复杂化等特点,为基层政府干部人事制度多角度探索提供了绝佳的“实验田”。本文从干部人事制度的核心:准入和退出工作入手,采用对比分析法,实地调查法,文献综述法等研究方法,分析了沈北新区政府准入退出模式的利弊,以新公共管理理论、人力资本理论等作为理论基础,总结研究了欧盟、美国、日本等国外地区,,以及我国深圳、珠海等城市相关领域的先进经验做法,并进行了科学采纳。同时,结合新区实际,引入企业人力资源管理理念,创新的提出了基层工作人员以聘用制公务员为主体、政府雇员为辅助补充、大学应届毕业生为储备见习人员的政府基层人员身份组成构想。在此基础上,对以上不同身份人员的准入模式、退出模式,以及相互身份的转化模式提出了合理建议和实际操作办法。 通过论文研究并提出解决办法,主要实现降低政府用人成本,激发人员工作活力,培养和选拔优秀人才等具体目标,最终提升行政管理效能。从理论意义上来看:本文借鉴国内外优秀的基层政府管理实践经验,通过系统分析不同政府、不同身份人员的准入退出模式、考核办法、工作内容、工资待遇等各类要素差异,实施优劣比较,总结分析出一套更加合理的政府人员准入退出思路,进而为政府行政管理的科学化、高效化提供理论指导。从现实意义来看:本文以实证调查的方式对沈北新区政府的准入退出模式进行研究,查找不足,提出全新的沈北新区政府人员构成、准入和退出优化模式,促进新区政府行政效能提升,并可供各地区基层政府直接借鉴。
[Abstract]:This paper selects Shenyang New District Government as the main body of study, focuses on the new district government personnel access and exit mode of a systematic summary and analysis, find out insufficient. Through the research, we try to solve the obstacles and contradictions in the management of different identity personnel of the new district government, improve the administrative efficiency of the government, establish an optimal new access and exit mode. To provide relevant operation methods and experience for other counties and regions in Shenyang and even for the grassroots government in a wider range. Shenbei New District is the vanguard and typical of the cadre and personnel system reform in Liaoning Province, but with the deepening of the reform, a large number of new contradictions and problems need to be solved. The characteristics of the traditional personnel management system and the new system, such as diversification and complexity of the management mode, have provided an excellent "experimental field" for the multi-angle exploration of the personnel system of the grass-roots government cadres. Starting with the core of the cadre personnel system: access and withdrawal, this paper analyzes the advantages and disadvantages of the admission and withdrawal mode of Shenbei New District Government by using comparative analysis, field investigation, literature review and other research methods, and uses the new public management theory. Based on the theory of human capital, this paper sums up and studies the advanced experiences and practices in the relevant fields of European Union, America, Japan and other cities, as well as Shenzhen, Zhuhai and so on, and adopts them scientifically. At the same time, combined with the reality of the new district, introducing the concept of human resources management of enterprises, the paper innovatively proposes that the basic level staff take the employment system of civil servants as the main body, and the government employees as the supplementary supplement. This year's university graduates are conceived as government grassroots personnel who reserve trainee personnel. On this basis, reasonable suggestions and practical operation methods are put forward for the admission mode, exit mode and mutual identity transformation mode of the above personnel with different identities. Through the research of the paper, the author puts forward the solutions, which mainly realize the specific goals of reducing the cost of government employment, stimulating the vitality of personnel, training and selecting outstanding talents, and finally improving the efficiency of administration. From the theoretical point of view: this article draws lessons from the domestic and foreign outstanding grass-roots government management practice experience, through the system analysis different government, the different status personnel admission exit mode, the examination method, the work content, the salary treatment and so on each kind of essential factor difference, By comparing the advantages and disadvantages, the author summarizes and analyzes a set of more reasonable ideas of entry and exit of government personnel, and then provides theoretical guidance for the scientific and efficient government administration. From the point of view of practical significance: this paper studies the admission and withdrawal mode of Shenbei New District Government by empirical investigation, finds out the insufficiency, and puts forward a new optimized model of Shenbei New District government personnel composition, access and exit. To promote the administrative efficiency of the new district government, and can be used for reference by the local grass-roots government.
