服务型政府视角下的公务员激励机制研究

【摘要】:构建服务型政府是现代公共管理进步的需要,是我国社会主义市场经济发展、民主政治和和谐社会建设的内在要求。政府在服务人民的理念指导下履行公共服务和社会管理的职能,解决内外部矛盾,就能实现建设社会主义和谐社会的目标。如何将政府的服务落到实处,公务员是决定性因素。公务员是服务型政府构建的主体,其工作态度和行为直接决定服务型政府转型的成败。而在现代组织中,组织成员工作的效率和热情,很大程度上取决于其受到激励的状况和水平。服务型政府构建的前提下,怎样使公务员从根本上树立起服务的理念,提高其工作热情,激发创造性,培养出一支高素质的公务员队伍,近几年已逐渐成为学术界和改革决策者关注的焦点之一,而解决这一问题的关键途径就是完善公务员激励机制。 本文以公共部门人力资源管理的视角,重点研究服务型政府构建背景下的公务员激励机制。本文首先阐释了服务型政府的理论基础及其内涵。通过文献分析法论述激励理论、国内外公务员激励的理论与实践,指出公务员激励机制构建的理论依据。运用历史分析的方法回顾建国六十多年来我国公务员制度建设和完善的历程,总结取得的成绩和经验,同时分析存在的问题与不足。最后提出服务型政府视角下公务员激励机制构建完善的建议。
[Abstract]:The construction of service-oriented government is the need of the progress of modern public management and the internal requirement of the development of socialist market economy, democratic politics and harmonious society construction. Under the guidance of the concept of serving the people, the government can carry out the functions of public service and social management, solve the internal and external contradictions, and realize the goal of building a harmonious socialist society. The Civil Service is the decisive factor in the implementation of government services. Civil servant is the main body of service-oriented government, whose work attitude and behavior directly determine the success or failure of service-oriented government transformation. In modern organizations, the efficiency and enthusiasm of organization members depend to a great extent on their level of motivation. Under the premise of the construction of service-oriented government, how to make the civil servants set up the concept of service fundamentally, improve their work enthusiasm, stimulate creativity, cultivate a high-quality civil servants, In recent years, it has gradually become one of the focus of academic circles and reform decision makers, and the key way to solve this problem is to improve the incentive mechanism of civil servants. From the perspective of human resource management in public sector, this paper focuses on the incentive mechanism of civil servants under the background of service-oriented government construction. This paper first explains the theoretical basis and connotation of service-oriented government. This paper discusses the theory of incentive, the theory and practice of civil servant incentive at home and abroad, and points out the theoretical basis for the construction of civil servant incentive mechanism. This paper uses the method of historical analysis to review the course of civil servant system construction and perfection in the past 60 years, summarizes the achievements and experiences, and analyzes the existing problems and shortcomings. Finally, the author puts forward some suggestions on how to perfect the incentive mechanism of civil servants from the perspective of service-oriented government.
