西安市小型食品加工行业食品安全监管机制研究

【摘要】：目前,西安市小型食品加工厂数量非常多,由于受到资金方面的限制,它们的生产设备和化验设备较为简陋,生产环境和卫生条件比较差,而且员工的综合素养也有待加强。在地理位置方面,小型食品加工厂基本都处在较为隐蔽的农村地区或者离市中心较远的城中村内,因为这里是西安市食品监管的灰色地带。因此,决定了其在短期内都不能对现有的生产现状进行改观,致使安全隐患在企业的发展过程中会长期存在。本文运用公共管理、公共经济等多学科理论和方法,系统分析了小型食品加工厂安全监管方面存在的问题和原因,在借鉴国内外食品安全监管经验的基础上,提出了进一步加强西安市食品加工小作坊监管的对策。本文共分五章：第一章阐述了研究的背景、目的和意义,阐述了研究的方法和技术路线。第二章对公共管理的理论和食品安全监管的关系进行了研究分析。第三章从食品加工小作坊的生产现状进行分析,找出其生产管理过程中的问题,分析西安政府部门和社会公众在监管中存在的主要问题及其原因。第四章对国内外食品安全监管的经验进行总结分析,分析了欧盟、美国和日本等国外食品安全监管的经验,阐述了上海、广州等发达地区的食品安全监管经验。第五章基于上述分析,提出了进一步加强西安市食品加工小作坊监管的对策,认为不仅要加强对食品安全监管环境、监管主体、监管体系和制度的建设,还有完善食品安全行政问责制度和确立有效的地方性法规,从而形成更加全面高效的监管机制。
[Abstract]:At present, the number of small food processing plants in Xi'an is very large. Due to the financial constraints, their production equipment and laboratory equipment are relatively poor, the production environment and hygiene conditions are relatively poor, and the comprehensive literacy of the staff needs to be strengthened. In terms of geographical location, small food processing plants are mostly located in more hidden rural areas or villages far from the city center, because this is the gray area of food regulation in Xi'an. Therefore, it can not change the existing production situation in the short term, which will lead to the long-term existence of hidden safety problems in the process of enterprise development. Based on the theories and methods of public administration and public economy, this paper systematically analyzes the problems and causes of safety supervision in small food processing plants, and draws lessons from the experience of food safety supervision at home and abroad. The countermeasures to strengthen the supervision of small food processing workshops in Xi'an are put forward. This paper is divided into five chapters: the first chapter describes the background, purpose and significance of the research, and describes the research methods and technical routes. The second chapter studies the relationship between the theory of public administration and food safety supervision. The third chapter analyzes the current production situation of food processing workshop, finds out the problems in the process of production management, and analyzes the main problems and reasons in the supervision of Xi'an government departments and the public. The fourth chapter summarizes and analyzes the experience of food safety supervision at home and abroad, analyzes the experience of food safety supervision in European Union, USA and Japan, and expounds the experience of food safety supervision in Shanghai, Guangzhou and other developed regions. Based on the above analysis, the fifth chapter puts forward the countermeasures to strengthen the supervision of small food processing workshops in Xi'an City, and thinks that not only should we strengthen the construction of the food safety regulatory environment, the main body of supervision, the supervision system and the system, And improve the system of food safety administrative accountability and establish effective local laws and regulations, so as to form a more comprehensive and efficient regulatory mechanism.
