哈尔滨市社区医疗服务问题分析与改进措施研究

【摘要】：近年来，“看病难、看病贵”已经成我国的突出问题。以医院为中心，以专科医生为主导的医疗体系已经无法满足人们日益增长的医疗保健需求，为解决该问题，国家大力倡导发展社区医疗服务。但哈尔滨市具有其独特的自身特点，使社区医疗发展存在诸多问题，至今无法实现其应有功能。目前，哈尔滨市仍然呈现出，大医院拥挤不堪，社区医疗服务机构门可罗雀的尴尬境地。本文从公共管理学的角度对哈尔滨市社区医疗服务问题进行了深入的研究。本文首先阐述了哈尔滨市社区医疗服务问题研究所涉及的相关概念并作出界定以及相关理论基础。在此基础上，立足哈尔滨市社区医疗服务的基本现状，从哈尔滨市社区医疗服务存在的问题、成因探究及国外社区医疗服务模式的分析借鉴等多个方面，对哈尔滨市社区医疗服务问题进行了研究分析，并根据研究分析结果，提出了哈尔滨市社区医疗服务问题的改进措施。作者通过对医疗机构和社区机构的走访以及对大量的资料进行研究，就如何解决哈尔滨市社区医疗服务存在的问题进行了分析。研究结果显示，哈尔滨市社区医疗服务机构设置不足、设备简陋、人员素质不高、服务意识不强、管理滞后、医保等相关制度配套跟不上等因素，导致哈尔滨市社区医疗服务的服务能力不强，对患者缺乏吸引力、患者不信任。据此，，本文运用质量管理理论，从基本质量、一元质量、魅力质量三个层面提出了哈尔滨市社区医疗服务的改进措施。
[Abstract]:In recent years, "difficult to see a doctor, expensive to see a doctor" has become a prominent problem in China. The hospital-centered and specialist-led medical system has been unable to meet the increasing demand for medical care. In order to solve this problem, the state strongly advocated the development of community medical services. However, Harbin has its own unique characteristics, so there are many problems in the development of community medical care, so far it can not achieve its due function. At present, Harbin still presents, large hospitals overcrowded, community medical services institutions can be embarrassing situation. From the perspective of public management, this paper makes a deep study on community medical service in Harbin. In this paper, the related concepts involved in the study of community medical service in Harbin are introduced, and the relevant theoretical basis is defined. On this basis, based on the basic status of community medical service in Harbin, from the problems of community medical service in Harbin, the cause of formation and the analysis and reference of the mode of community medical service abroad, etc. Based on the research and analysis of community medical service in Harbin, the improvement measures of community medical service in Harbin are put forward. The author analyzes how to solve the problems of community medical service in Harbin by visiting medical institutions and community institutions and studying a lot of data. The results show that the community medical service institutions in Harbin are not set up adequately, the facilities are simple, the personnel quality is not high, the service consciousness is not strong, the management is lagging behind, and the relevant systems such as medical insurance can not keep up with the factors, etc. Results in Harbin community medical service capacity is not strong, lack of attraction to patients, patients do not trust. Based on this, this paper puts forward the improvement measures of community medical service in Harbin from three aspects: basic quality, monolithic quality and charismatic quality by using the theory of quality management.
