深圳坪山新区社区治理存在的问题及对策研究

【摘要】：社区在城市管理中出现,是上世纪90年代的事情,这是一个非常大的发展。国内外对社区理论的研究在近年来取得了很大成果,本文系统总结了社区发展的历史和主要理论,分析了当前存在的问题,并结合坪山新区社区治理的实践,用管理学的治理理论对其进行了深入剖析。本文主要采用个案研究的方法,通过资料收集、文献梳理、深入访谈等方式,用定性描述结合定量分析的方法来研究在现有的制度框架下,坪山新区社区各治理主体所承担的职责和彼此之间的互动关系,并选择公共管理的主流理论之一——治理理论作为研究的切入点。在治理理论的视角下,强调随着社会发展的复杂化、动态化与多元化,社区治理将逐渐呈现持续、互动的多主体合作模式,以实现对社区公共事务的有效管理,保证社区公共利益的最大化。本文通过个案研究,发现现有的坪山新区城市社区治理中行政主导的整合力量强于基于社区自发形成的自组织力量。因此,本文的研究结果表明：在治理理论的前提即政府剥离出来的社会公共事务有其他主体愿意承担的保证下,构建坪山新区新型城市社区治理模式的架构就在于要合理界定与社区治理关系最为密切、发挥主要作用的三个因素,合理划分政府、社区自治组织、社会非营利组织三者的关系,在它们之间建立起分工合作的良性互动关系,同时,以社区居民为本,以社区居民的利益和需要作为出发点和归宿,以社区居民自主的理性参与为基础和动力,建立起一种新型的社区治理模式,从而真正推进坪山新区市城市社区的发展。
[Abstract]:The emergence of community in urban management was a great development in the 1990 s. Great achievements have been made in the research of community theory at home and abroad in recent years. This paper systematically summarizes the history and main theories of community development, analyzes the existing problems, and combines the practice of community governance in Pingshan New District. It is deeply analyzed by the governance theory of management. This article mainly adopts the case study method, through the data collection, the literature combing, the in-depth interview and so on, uses the qualitative description to combine the quantitative analysis method to study under the existing system frame. Pingshan New District community governance of the responsibility and interaction between the main body, and choose one of the mainstream theory of public management-governance theory as the starting point of the study. From the perspective of governance theory, it is emphasized that with the complication, dynamic and diversification of social development, community governance will gradually present a continuous and interactive multi-agent cooperation model to realize the effective management of community public affairs. To ensure the maximization of the public interest of the community. Based on the case study, it is found that the integration power of administrative leadership in urban community governance in Pingshan New area is stronger than that of self-organization based on community spontaneous formation. Therefore, the research results of this paper show that: under the premise of governance theory, that is, the social public affairs stripped out by the government have the guarantee that other subjects are willing to undertake, The construction of the new urban community governance model in Pingshan New District lies in the rational definition of the three factors which are most closely related to the community governance and play a major role in the rational division of the government and community autonomous organizations. The relationship among the three social non-profit organizations has established a positive interactive relationship of division of work and cooperation between them. At the same time, it is based on the community residents, taking the interests and needs of the community residents as the starting point and destination. Based on the rational participation of community residents, a new mode of community governance is established to promote the development of urban community in Pingshan New District.
