闽南市级行政服务中心内部公共空间功能研究

【摘要】：行政服务中心诞生于本世纪初，其开放式的办公空间与高效透明的服务模式深受民众支持，近些年得到快速发展，建设量非常大。作为一种新的公共建筑类型，在建筑学领域鲜有专家学者对其进行研究。 较之其它类型的公共建筑，行政服务中心面向社会所有民众开放，其功能定位、公共空间形态与建筑形象有着鲜明的时代特征。研究其内部公共空间的功能设计及开放性空间形态的建构，具有现实的理论意义与实践意义。 本文以市级行政服务中心内部公共空间为研究对象，结合相关公共管理理论与行政管理学知识，对行政服务中心的发展状况进行了回顾；探讨了在当前时代背景下，政府职能转变以及政府形象重新定位对行政服务中心内部公共空间形态的影响。 在对闽南三地市级行政服务中心实地调研的基础上，通过问卷调查与访谈的方式，获悉民众的建议与意见，立足于民众的需求总结出当前行政服务中心建设实践存在的不足。从功能设计与公共空间设计两个角度进行探讨与分析，论述了公共服务功能对空间具有规定性的表现形式、空间形式具有灵活性的实现方式；在构建服务型政府的时代背景下，以使用者的需求为出发点，，提出了行政服务中心应当是致力于消除“官民分立”传统思想、关注民生、充满人文关怀情感的空间场所。 本文首先对行政服务中心产生的原因进行分析，进而探讨了行政服务中心的发展趋势；通过对若干案例的比较分析与理论推导，归纳出两种建设方式、两种空间组合形式，并对其适应性进行了比较；对行政服务中心建设规模的控制提出了建议；基于“高效”服务模式论述了功能流线组织与导向标识设计的策略；阐明了行政服务中心功能设计与公共空间设计的一般方法；明确了行政服务中心内部公共空间需关注人文关怀的实质。
[Abstract]:The administrative service center was born in the beginning of this century. Its open office space and efficient and transparent service mode are supported by the people. In recent years, the administrative service center has been developed rapidly, and the amount of construction is very large. As a new type of public architecture, few experts and scholars have studied it in the field of architecture. Compared with other types of public buildings, the administrative service center is open to all the people in the society. Its function orientation, public space form and architectural image have distinct characteristics of the times. It has realistic theoretical and practical significance to study the function design of its internal public space and the construction of open space form. Taking the internal public space of the municipal administrative service center as the research object, this paper reviews the development of the administrative service center in combination with the relevant public management theory and the knowledge of administrative management. This paper probes into the influence of the transformation of government function and the reorientation of government image on the internal public space form of administrative service center under the background of the present era. On the basis of on-the-spot investigation of the administrative service centers in the three prefectures of southern Fujian and through the way of questionnaire investigation and interview, the suggestions and opinions of the people are learned. Based on the needs of the people, the shortcomings of the current practice of the construction of the administrative service centres are summarized. This paper discusses and analyzes the function design and the public space design from the angle of the function design and the public space design, discusses the expression form of the public service function to the space, and the flexible realization way of the space form; Under the background of constructing service-oriented government and taking the demand of users as the starting point, this paper puts forward that the administrative service center should be devoted to eliminating the traditional idea of "separation between the government and the people", paying attention to the people's livelihood, and being full of humanistic concern. This paper first analyzes the causes of the emergence of the administrative service center, and then discusses the development trend of the administrative service center. Through comparative analysis and theoretical derivation of several cases, two construction modes and two spatial combination forms are summarized, and their adaptability is compared, and suggestions for the control of the construction scale of administrative service center are put forward. Based on the "high efficiency" service mode, this paper discusses the strategy of organizing and guiding the design of function flow line, expounds the general method of function design and public space design of administrative service center, and expounds the general method of function design and public space design. It is clear that the essence of humanistic concern should be paid attention to in the internal public space of the administrative service center.
