完善上海港航管理部门公共服务的对策

【摘要】：为社会公众提供高质量的公共物品和服务，不仅要看地方政府的内在愿望，更要看地方政府是否具有相应的能力。政府公共服务能力是推进政府职能转变的重要因素和政府能力的核心内容。虽然中国各级政府公共服务不断取得新的成就，，但一些地方政府公共服务能力提升已遭遇了瓶颈，难以满足快速发展的经济形势要求。并且当前对于政府服务能力的研究更多的是从宏观的角度对政府能力进行分析和探讨，缺少对政府公共服务能力的具体研究。交通港航部门的公共服务能力是上海地方政府部门能力的重要组成部分。具体研究现阶段如何提高上海政府交通港航部门的公共服务能力，对于推进上海市公共服务型政府建设和上海国际航运中心建设具有重大意义。本文首先结合新公共管理理论、治理理论、新公共服务理论、公共服务理念中的相关思想，对中国地方政府公共服务能力建设的制度进行了一定的理论思考。其次，以江苏三地调研报告分析为切入点，在理论分析和实践经验借鉴的基础上从内河航道服务区建设发展实践的角度探讨了江苏及上海地区交通港航部门公共服务能力建设成就、困境及提升公共服务能力路径选择进行解读。在分析借鉴国内外政府公共服务能力理论与实践的基础上，从理念、制度、体制、机制四方面提炼出能够全面指导上海交通港航部门公共服务能力提升的先进经验，以有效促进地方政府“经济建设型”政府向“服务型”政府的转变。
[Abstract]:The provision of high-quality public goods and services to the public depends not only on the intrinsic desire of the local government, but also on whether the local government has the corresponding ability or not. The ability of government public service is the important factor to promote the transformation of government function and the core content of government ability. Although new achievements have been made in the public service of all levels of government in China, the improvement of public service capacity of some local governments has encountered bottlenecks, and it is difficult to meet the requirements of the rapid development of the economic situation. And the current research on the government service capacity is more from the macro point of view to analyze and discuss the government capacity, lack of specific research on the government public service capacity. The public service capacity of transport port and shipping department is an important part of Shanghai local government department. It is of great significance to study how to improve the public service ability of Shanghai government transport port and shipping department at the present stage in order to promote the construction of Shanghai public service-oriented government and Shanghai international shipping center. First of all, combining the new public management theory, the governance theory, the new public service theory and the related ideas in the concept of public service, this paper gives some theoretical thoughts on the system of the construction of the public service capacity of the local government in China. Secondly, based on the analysis of the research reports of the three places in Jiangsu Province, On the basis of theoretical analysis and practical experience, this paper discusses the achievements in the construction of public service capacity of transportation port and navigation departments in Jiangsu and Shanghai from the point of view of the construction and development of inland waterway service area. Dilemmas and improve the public service ability path choice to carry on the interpretation. On the basis of analyzing and drawing lessons from the theory and practice of the government's public service capability at home and abroad, the advanced experience which can comprehensively guide the promotion of the public service capability of Shanghai's transportation port and shipping department is extracted from the four aspects of concept, system, system and mechanism. In order to effectively promote the local government "economic construction" government to "service type" government transformation.
