政府创业投资引导基金的运营管理研究

【摘要】：《创业投资企业管理暂行办法》(2005)和《关于创业投资引导基金规范设立与运作的指导意见》(2008)的颁布,为我国政府创业投资引导基金的设立与运作都提供了良好的法律和政策依据,所产生的直接影响是我国各地政府都纷纷设立了创业投资引导基金。本文以此为研究背景,结合创业投资相关理论,从我国政府创业投资引导基金的理论研究和实践出发,通过借鉴国内外政府创业投资引导基金的优秀经验和先进运营管理模式等,来初步研究我国政府创业投资引导基金的运营管理模式,并以温州市为例对政府创业投资引导基金的效益进行定量分析。首先,在论文的第一章概述了政府创业投资引导基金的基本概念和发展现状,总结了政府创业投资引导基金的经济学论述,为进一步的研究奠定了理论基础。其次,在第二章分析了我国政府创业投资引导基金的发展历程和发展特点,从整体上阐述了我国各地政府对创业投资引导基金的理解和实践。然后,第三章具体分析我国政府创业投资引导基金的三种运营管理模式,即参股子基金模式、跟进投资模式和风险补偿模式。并以此为基础,从投资效益和政策效益两个方面,构建我国政府创业投资引导基金的效益评价指标体系,利用层次分析法确定指标权重。最后,运用所构建的指标体系和指标权重对温州经济技术开发区引导基金的效益进行定量分析。从而实现理论研究与案例分析的紧密结合,以期为我国政府创业投资引导基金的深入发展和改革提供科学参考。
[Abstract]:The promulgation of the Interim Measures for the Administration of Venture Capital Investment Enterprises ( 2005 ) and the Guidance on the Establishment and Operation of the Standard for Venture Capital Investment ( 2008 ) have provided a good legal and policy basis for the establishment and operation of the Government ' s venture investment guide fund . The direct influence is the establishment of the venture investment guide fund in various parts of our country . Based on the research background and the theory of venture capital investment , this paper starts with the theoretical research and practice of the government ' s venture investment guide fund . By using the excellent experience and the advanced operation management model of the government ' s venture investment guide fund at home and abroad , this paper studies the operation management mode of the government ' s venture investment guide fund , and makes quantitative analysis on the benefit of the government ' s venture investment guide fund in Wenzhou . Firstly , in the first chapter of the paper , the basic concept and the development status of the government ' s venture investment guide fund are summarized , and the theory foundation is established for further research .
