黑河市县级农村信用联社改革模式研究

【摘要】:我国农村信用社走过了60年的发展历程,虽然几经改革,但黑河市县级农村信用联社有限资金规模和简单的传统业务,已经跟不上新时期农村社会前进的步伐。并且农村金融市场竞争愈来愈烈,在公司治理、管理体制、员工素质、资金实力、业务品种和服务水平等方面,农村信用社与其他金融机构都存在很大差距。如果农村信用社不深化改革,转变发展方式,将被其他金融机构边缘化。本文以黑河市县级农村信用联社改革为背景,以现代产权理论,运用比较分析、定量分析与定性分析等方法,对黑河市县级农村信用联改革模式进行了深入研究,目的是发现不足,探究原因,为黑河市县级农村信用联社改革提供理论支撑,促进其早日步入可持续健康发展轨道。并希望有关研究成果也可供行业管理部门和监管部门将改革模式向同类同质化机构推广时借鉴,从而为相关机构科学决策提供依据和参考。 本文首先对建国以来信用社各个发展阶段进行了追述,并对黑河市近十几年的改革成果进行了总结,,重点对黑河市县级农村信用联社改革中存在的问题及成因进行了研究。然后对县级农村信用联社三种改革模式的优缺点进行比较,通过对黑河市经济金融环境和黑河市农村信用社内外改革环境进行分析,认为黑河市五家县级农联社应以县域为基础,按照股份制模式运作,改造成农商行。随后通过对五家县级农村信用联社自身条件与设立要求对比和两种设立方式比较,得出各家县级农村信用联社应根据自身条件选择自发设立或兼并重组方式。最后对县级股份制农村商业银行成立后发展提出了完善法人治理、转变经营方式、加强内控建设等建议。
[Abstract]:China's rural credit cooperatives have gone through 60 years of development. Although they have been reformed several times, the limited capital scale and simple traditional business of the rural credit cooperatives at the county level in Heihe City have been unable to keep pace with the progress of the rural society in the new period. The competition in rural financial market is becoming more and more intense. There is a big gap between rural credit cooperatives and other financial institutions in the aspects of corporate governance, management system, staff quality, capital strength, business variety and service level. If rural credit cooperatives do not deepen reform, change the way of development, will be marginalized by other financial institutions. Based on the reform of the rural credit union at the county level in Heihe city, this paper makes a thorough study on the reform mode of the rural credit union in Heihe city by means of comparative analysis, quantitative analysis and qualitative analysis with the modern theory of property rights. The purpose is to find out the deficiency, explore the reasons, provide theoretical support for the reform of the rural credit union at the county level in Heihe city, and promote it to enter the track of sustainable and healthy development as soon as possible. It is hoped that the relevant research results can also be used for reference by industry management departments and regulatory departments when promoting the reform model to similar homogeneous institutions, thus providing the basis and reference for the scientific decision-making of relevant institutions. This paper first reviews the development stages of credit cooperatives since the founding of the people's Republic of China, summarizes the achievements of the reform in Heihe City in the past ten years, and focuses on the problems and causes in the reform of rural credit cooperatives at the county level in Heihe City. Then it compares the advantages and disadvantages of the three reform modes of the county rural credit union, and analyzes the economic and financial environment of Heihe city and the reform environment inside and outside of the rural credit cooperative of Heihe city. It is believed that the five county-level agricultural federations in Heihe City should be transformed into agricultural and commercial banks on the basis of county territory and in accordance with the joint-stock mode. Then through the comparison of the five county-level rural credit cooperatives' own conditions and establishment requirements and the comparison of the two ways of establishment, it is concluded that the county level rural credit cooperatives should choose the spontaneous establishment or merger and reorganization mode according to their own conditions. Finally, the author puts forward some suggestions for the development of county-level joint-stock rural commercial banks after their establishment, such as perfecting the corporate governance, changing the management mode and strengthening the construction of internal control.
