中国制度变革的适应性特征及原理分析

【摘要】：改革开放以来,中国经济呈现出变革性增长的特征,这种变革性增长应该从制度变革的适应性角度加以阐释。制度变革的适应性是指制度变革应适应经济社会发展条件的变化,它呈现为三个层次的适应关系:一般利益主体以收益增加为核心的行为适应性——契约组织以获得合作剩余为核心的契约规制结构的适应性——国家以经济剩余为核心的过渡性制度安排的适应性。制度变革的适应性并不是必然的,从而经济增长也会面临很大的不确定性。资源配置效率只能用于说明既有制度条件下的资源配置和经济运行状况,适应性效率则着眼于经济体制的演化,更适合作为制度变革绩效的评价标准,这也是中国与俄罗斯经济制度转型的最大不同。新常态下,我国在全面深化改革过程中,要继续贯彻制度变革的适应性原则,致力于具有适应性效率的基础性制度体系的建设和完善。
[Abstract]:Since the reform and opening up, China's economy has shown the characteristics of transformative growth, which should be explained from the point of view of the adaptability of institutional change, which means that the institutional change should adapt to the changes of economic and social development conditions. It presents three levels of adaptive relationship: the behavior adaptability of the general interest subject with revenue increasing as the core, the adaptability of the contract regulation structure of the contract organization with the core of obtaining the cooperative surplus, and the economic surplus as the core of the state. The adaptability of the transitional institutional arrangement. The adaptability of the institutional change is not inevitable. The efficiency of resource allocation can only be used to explain the resource allocation and economic operation under the existing system, while the adaptive efficiency is focused on the evolution of the economic system. It is also the biggest difference between China and Russia in the transformation of economic system. Under the new normal, our country should continue to carry out the adaptive principle of institutional change in the process of deepening the reform in an all-round way.
